"Qualification characteristics of the positions of employees of institutions of bodies for youth affairs"

I. General provisions

1. The section "Qualification characteristics of the positions of employees of institutions of bodies for youth affairs" of the Unified Qualification Directory for the positions of managers, specialists and employees (hereinafter referred to as the CSA) is intended to address issues related to the regulation labor relations, ensuring an effective personnel management system in institutions of youth affairs bodies (hereinafter referred to as institutions).

2. The section "Qualification characteristics of the positions of employees of institutions of bodies for youth affairs of the CEN consists of three sections: I - " General provisions"; II - "Positions of managers"; III - "Positions of specialists".

The qualification characteristics contained in the section "Qualification characteristics of the positions of employees of institutions of bodies for youth affairs" (hereinafter referred to as the qualification characteristics) of the CEN can be used as normative documents direct action or serve as the basis for the development of job descriptions for employees of institutions containing a specific list of job responsibilities, taking into account the specifics of the organization of production, labor and management, as well as the rights and responsibilities of employees.

3. The qualification description of each position contains three sections: "Job Responsibilities", "Must Know" and "Qualification Requirements".

The "Job Responsibilities" section contains a list of the main functions that can be fully or partially entrusted to the employee holding this position, taking into account the technological homogeneity and interconnectedness of work, allowing for optimal specialization of employees.

The "Must know" section contains the basic requirements for an employee in relation to special knowledge, as well as knowledge of legislative and other regulatory legal acts, regulations, instructions and other governing documents, methods and means that the employee must be able to apply in the performance of official duties.

In the "Qualification Requirements" section, the level vocational training the employee necessary to perform the duties assigned to him, as well as the required length of service. The levels of required professional training indicated in the "Qualification Requirements" section are given in accordance with the Law of the Russian Federation "On Education" (Sobraniye Zakonodatelstva Rossiyskoy Federatsii, 1996, No. 3, Art. 150).

4. Compliance of the actually performed duties and qualifications of employees of the institution with the requirements of qualification characteristics is determined by the attestation commission.

5. The CSA does not include the qualification characteristics of secondary positions (senior and leading specialists, as well as deputy heads of departments). The duties of these employees, the requirements for their knowledge and qualifications are determined on the basis of the characteristics of the corresponding basic positions contained in the CAS.

The issue of the distribution of duties of the deputy directors of the institution (branch of the institution) is decided on the basis of internal organizational and administrative documents.

6. In the process of taking measures to improve the organization and increase the efficiency of the work of employees of the institution, it is possible to expand the range of their duties in comparison with the established corresponding qualification characteristics. In these cases, without changing the official name, the employee may be entrusted with the performance of the duties stipulated qualifications other positions similar in content to work, equal in complexity, the performance of which does not require a different specialty and qualifications.

7. Persons who do not have the special training or work experience set out in the "Qualification Requirements" section, but who have sufficient practical experience and performing qualitatively and in full the tasks assigned to them official duties, by recommendation attestation commission, as an exception, may be appointed to the relevant positions in the same way as employees with special training and work experience.

II. Leadership positions

Director of an institution (branch of an institution)

Job responsibilities. Manages the activities of the institution (branch of the institution). Organizes work on the interaction of structural divisions of the institution (branch of the institution) to provide social, legal and other services to adolescents and youth. Coordinates individual preventive work with minors who are in a socially dangerous situation, including by organizing their leisure and employment. Determines the strategy, goals and objectives of the development of the institution (branch of the institution), makes decisions on the program planning of its work. Organizes work on identifying and differentiated registration of adolescents and young people in need of support in providing them with various social and other types of services. Organizes work on the provision of social, informational, career guidance, legal, psychological services to adolescents and youth. Carries out work on the identification and differentiated accounting of adolescents and young people who need support in providing them with various social and other types of services. Conducts rehabilitation activities for adolescents and youth, including medical, social, psychological and labor. Takes part in the development of educational and methodological documentation. Provides assistance to young people in holding cultural, educational and recreational activities. Youth social worker

Job responsibilities. Identifies young families, individual adolescents and youth in need of various types and forms social support and takes care of them. Establishes the causes of difficulties that arise in adolescents and young people, including at the place of residence, work and study. Determines the nature and extent of the social assistance. Carries out socio-psychological rehabilitation of adolescents and young people suffering from alcoholism, drug addiction and subjected to sexual violence. I. General provisions

1.1.
