There are many reasons. One of them is that in the last three years no funds have been allocated for these purposes from the federal budget and other sources, in particular, from the sale of state property at tenders and auctions.

State and municipal small business support funds are also funds, in authorized capital in which the participation of the Russian Federation, its subjects and municipalities is at least 50%. In accordance with Art. 118 of the Civil Code of the Russian Federation, the property transferred by its founders is the property of the foundation and is used for the purposes specified in the charter.

Funds have the right to provide small business entities with preferential loans, interest-free loans, short-term loans without acquiring a banking license. The main tasks of the Funds are indicated in paragraph 3 of Art. 8 of the Law of 01.01.01. They are quite large-scale and require the creation of special economic companies, since here, as in many other cases, entrepreneurial activity is necessary. Assigning it to a non-profit organization on a large scale and in many ways is contrary to the very nature of such an organization. Since the vast majority of the tasks of the funds are associated with the implementation of permanent entrepreneurial activity, insofar as the federal executive body for the management of small business must have a wide network of state and other commercial organizations to exercise its powers. In the same way, interaction between the state bodies of the constituent entities of the Russian Federation, local governments and state, municipal and other commercial organizations in which there is state and municipal participation should be built in the regions.

Their unions (associations) should become the connecting link between the state and municipal bodies involved in the development and support of small business, and small businesses and individual entrepreneurs. Created as public associations, they could provide favorable conditions for the development of small businesses in the field, fair competition, collective protection of their interests in government and local self-government. It is necessary to provide real state support to unions (associations) of small businesses (provision of premises and means of communication on preferential terms, involvement in the development of draft laws and other legal acts, etc.).

It is necessary to create councils for the development of small business everywhere, transferring to them a number of functions that are now entrusted to small business support funds. These bodies should be entrusted with the functions of managing the organization and coordination of scientific research, training and retraining of scientific personnel in the field of small business, organizing the collection and processing of legal, patent-licensing and other information, etc. Involving small businesses themselves, their unions and associations , the assignment of a number of state functions to the Councils for the Development of Small Businesses would make it possible to gradually make the transition from budget financing to self-financing and self-development.

In connection with the implementation of the Management Concept approved by the Government of the Russian Federation state property and privatization, it would be necessary to carry out an inventory of state-owned enterprises and institutions, commercial organizations in which the shares (shares) belong to the Russian Federation, its constituent entities and which are related to the activities of small enterprises and individual entrepreneurs. It is necessary to develop a set of measures to create on the basis of unused surplus state and municipal property, construction in progress a network of technology parks, leasing companies, business incubators, production and technology centers and other infrastructure facilities created to support small businesses. The adoption of the Federal Law of July 9, 1999 "On Foreign Investments in the Russian Federation" makes us take a fresh look at the problem of participation in this area of ​​small businesses. It seems worth discussing the issue of granting certain tax benefits to foreign investors in the creation and participation of small businesses in certain promising sectors of the economy, leasing companies.
