Special clothing, special footwear and other means personal protection are issued to workers and employees in accordance with the established norms and terms of wearing, regardless of the sector of the national economy in which these industries, workshops, sections and types of work are located.

1.3. Workers and employees whose professions and positions are provided for in the Model Norms for the free issuance of special clothing, special footwear and other personal protective equipment to workers and employees of cross-cutting professions and positions in all sectors of the national economy and individual industries, special clothing, special footwear and other personal protective equipment are issued regardless of the industries, workshops and sections they work in, unless these professions and positions are specifically provided for in the relevant Model industry norms Oh.

1.4. The names of the professions of workers and positions of engineering and technical workers and employees, provided for in the Model Industry Norms for the free issue of special clothing, special footwear and other personal protective equipment to workers and employees, are indicated in accordance with the Unified Tariff and Qualification Directory of Works and Professions of Workers, Qualification guide occupations of workers, communication workers and junior service personnel, not included in the Unified Tariff and Qualification Handbook of Works and Professions of Workers who are set monthly salaries, the Qualification Handbook of Employee Positions and others regulations.

1.5. In accordance with paragraph 3 of the resolution of the Council by the Minister of the USSR of June 11, 1959 N 629<*>changes and additions to the established norms for the free issue of special clothing, special footwear and other personal protective equipment to workers and employees, taking into account local production and climatic conditions, can be made by the Councils of Ministers of the Union Republics, ministries and departments of the USSR in agreement with the State Committee of the Council of Ministers of the USSR on labor issues and wages <**>and the All-Union Central Council of Trade Unions.

The proposals for the harmonization of amendments and additions to the said norms shall be accompanied by:

Justification of the need to introduce certain changes and additions to the norms, developed with the involvement of relevant research institutions;

Data on the number of employees in respect of which the issue of introducing amendments and additions to the norms is raised, as well as on the material funds and funds required for these purposes.

1.6. Heads of enterprises, institutions, organizations<***>in some cases, in accordance with the characteristics of production, they can, in agreement with the trade union committee and the technical labor inspector, replace: a cotton suit with a cotton suit or a dressing gown and vice versa, a cotton suit with a cotton semi-overalls with a shirt (blouse) or a sundress with a blouse and vice versa, a cloth suit with a cotton suit with fire-retardant or acid-resistant impregnation and vice versa, a canvas suit with a cotton suit with fire-retardant or water-repellent impregnation, leather boots (half boots) with rubber boots and vice versa, leather boots (half boots) with tarpaulin boots and vice versa, felt boots with tarpaulin boots.

Any other replacement of some types of overalls and special footwear by others can be carried out only in the manner established by paragraph 3 of the resolution of the Council of Ministers of the USSR of June 11, 1959 N 629.

1.7. In cases where such personal protective equipment as a safety belt, dielectric galoshes and gloves, a dielectric rubber mat, goggles and shields, a respirator, gas mask, protective helmet, balaclava, mosquito nets, helmet, shoulder pads, elbow pads, self-rescuers, antiphons, plugs , noise-protective helmets, light filters, vibration-protective gloves and others not specified in the Model Industry Standards or in the relevant industry standards, they can be issued to workers and employees by the heads of enterprises in agreement with the trade union committee, depending on the nature and conditions of the work they perform for a period of wear - up to wear or as "on duty".

2. The procedure for processing applications for obtaining special clothing, special footwear and other personal protective equipment, their acceptance and storage.

2.1. Provision of enterprises with special clothing, special footwear and other personal protective equipment should be carried out on the basis of applications for these purposes compiled annually and sent to the logistics authorities or other relevant organizations.<*>.

Drawing up applications should be carried out taking into account the number of workers and employees by professions and positions provided for in the Model Industry Norms for the free issue of special clothing, special footwear and other personal protective equipment to workers and employees or in the relevant industry standards.

In applications, the administration of the enterprise must provide for special clothing and special footwear for men and women, indicating the name of special clothing, special footwear, GOSTs, OSTs, specifications, models, protective impregnations, fabric colors, sizes, heights, and for helmets and safety belts - sizes.

Logistics authorities check the correctness of applications submitted by enterprises and their compliance with the current Model Industry Standards for the free issue of special clothing, special footwear and other personal protective equipment to workers and employees and the number of employees by profession and position.

2.2. Acceptance of each batch of special clothing, special footwear and other personal protective equipment received at the warehouse of the enterprise must be carried out by a commission of representatives of the administration and the trade union committee, which draws up an act on the quality of incoming clothing, footwear and personal protective equipment, their compliance with the requirements of GOSTs, OSTs and technical specifications , as well as applications sent to the territorial departments of logistics or other relevant organizations. The composition of this commission is approved by a joint decision of the administration and the trade union committee.

2.3. Special clothes, special footwear and other personal protective equipment that do not meet the requirements of GOSTs, OSTs and technical conditions are subject to return with the presentation of appropriate complaints in the prescribed manner to the supplier, who must send the customer to replace the rejected special clothes, special footwear and other personal protective equipment suitable for use. protection.

2.4. The heads of enterprises, if necessary, may involve relevant specialists in the commission for the acceptance of special clothing, special footwear and other personal protective equipment to determine the quality and suitability of these personal protective equipment.

2.5. On special clothing accepted from suppliers, one of the parts (breast pocket, sleeve, back, etc.) is stamped (emblem) with an indelible paint of a contrasting color with the image of the company's logo and the inscription of the short name of the company. The size of the stamp (emblem) must be at least 8 cm x 8 cm (or 8 cm in diameter).

On the collar, the collar of the jacket and the lining of the belt of the trousers, with indelible paint, a brand is put - the personnel number of the worker.

2.6. Special clothing, special footwear and other personal protective equipment arriving at the warehouses of the enterprise should be stored in separate dry rooms, isolated from any other items and materials, sorted by type, height and protective properties.

2.7. Special clothing made of rubberized fabrics and rubber shoes should be stored in dark rooms at a temperature of +5o to +20o C with a relative humidity of 50-70% at a distance of at least one meter from heating systems.

Safety belts should be stored hanging or laid out on racks.

2.8. Warm special clothing and special footwear accepted for storage must be disinfected, thoroughly cleaned of dirt and dust, dried, repaired and periodically inspected during storage.

2.9. Storage of special clothing for workers employed in work with substances harmful to health (lead, its alloys and compounds, mercury, leaded gasoline, radioactive substances, etc.) must be carried out in accordance with the instructions and instructions of the sanitary supervision authorities.

<*>The form, procedure and deadlines for submitting applications are established by the USSR Gossnab and other bodies supplying enterprises with personal protective equipment.

3. The procedure for issuing special clothing, special footwear and other personal protective equipment

3.1. Special clothing, special footwear and other personal protective equipment issued to workers and employees must comply with the nature and conditions of their work and ensure labor safety.

3.2. Special clothing, special footwear and other personal protective equipment issued to workers and employees are considered the property of the enterprise and are subject to mandatory return: upon dismissal, when transferred to another job in the same enterprise for which special clothing, special footwear and other personal protective equipment were issued are not provided for by the norms, as well as at the end of the wearing period in exchange for new special clothing, special footwear and other personal protective equipment.

3.3. The issuance of special clothing and special footwear in exchange for materials for their manufacture or money for their purchase is not allowed.

In exceptional cases, when issuing special clothing and special footwear established by the norms and acquiring them in connection with this by the employees themselves, the administration of the enterprise is obliged to reimburse the employees for the costs of acquiring according to state retail prices special clothing, special footwear and capitalize special clothing and special footwear as company inventory.

3.4. The enterprise is obliged to replace or repair special clothes and special footwear that have become unusable before the expiration of the established wear period for reasons beyond the control of the worker or employee.

Such a replacement is carried out on the basis of an appropriate act drawn up by the administration with the participation of a representative of the trade union committee.

3.5. In case of loss or damage of special clothing, special footwear and other personal protective equipment in the designated places of their storage, for reasons beyond the control of workers and employees, the administration of the enterprise is obliged to issue them with other serviceable special clothing, special footwear and other personal protective equipment.

3.6. Used special clothing, special footwear and other personal protective equipment may be issued to other workers and employees only after washing, dry cleaning, disinfection and repair. The period of wearing them is determined by the commission provided for in paragraph 2.2. of this Instruction, depending on the degree of deterioration of the specified personal protective equipment.

3.7. On-duty special clothing, special footwear and other personal protective equipment for collective use should be in the pantry of a workshop or section and issued to workers and employees only for the duration of the work for which they are provided, or can be assigned to certain jobs (for example, sheepskin coats for outdoor posts, dielectric gloves at electrical installations, etc.) and be transferred from one shift to another. In these cases, special clothing, special footwear and other personal protective equipment are issued under the responsibility of foremen and other persons from the administrative and technical staff.

The terms for wearing duty special clothing, special footwear and other personal protective equipment in each case, depending on the nature of work and working conditions of workers and employees, are established by the administration of the enterprise in agreement with the trade union committee.

At the same time, the periods for wearing special clothing, special footwear and other personal protective equipment on duty should not be shorter than the periods for wearing the same types of special clothing, special footwear and other personal protective equipment issued for individual use in accordance with the Model Industry Standards or the relevant industry standards.

3.8. Provided by the Model Industry Standards or the relevant industry standards, warm special clothing and special footwear (cotton suits with an insulating pad, cotton jackets with an insulating pad, cotton trousers with an insulating pad, jackets for protection against low temperatures, fur suits, sheepskin coats, sheepskin coats, felt boots, hats earflaps, fur mittens, etc.) are issued to workers and employees with the onset of the cold season and with the onset of warm weather must be handed over to the enterprise for organized storage until the next season. The time for using warm special clothing and special footwear is set by the administration of the enterprise together with the trade union committee, taking into account local production and climatic conditions.

3.9. At the end of the use of warm special clothing and special footwear, their acceptance for storage in order to avoid depersonalization in obtaining this clothing and footwear should be carried out according to the nominal list. After storage, warm clothes and special footwear must be returned to those workers and employees from whom they were taken for storage.

3.10. Students of the course, group and individual shape education, students of secondary vocational schools, vocational schools, technical schools, general education schools, secondary special educational institutions and students of higher educational institutions for the period of industrial practice (industrial training), instructors of advanced labor methods, as well as workers and employees temporarily performing work in professions and positions for which special clothing, special footwear are provided for by the current Model Industry Standards or the relevant industry standards and other personal protective equipment, for the duration of this work, special clothing, special footwear and other personal protective equipment are issued in accordance with the current Standard Industry Standards or relevant industry standards in the manner established for all workers and employees.

3.11. Foremen, foremen performing the duties of foremen, assistants and assistant workers, whose professions are provided for in the Model industry norms for the free issue of special clothing, special footwear and other personal protective equipment or in industry standards, are issued the same special clothing, special footwear and other personal protective equipment , as workers of the corresponding professions.

3.12. The special clothing, special footwear and other personal protective equipment for workers and employees (including engineering and technical workers) provided for in the Model Industry Standards or the relevant industry standards should be issued to the specified workers and employees even if they are senior in their position ( senior engineer, senior mechanic, senior foreman, etc.) and those works that give the right to receive this special clothing, special footwear and other personal protective equipment are directly performed.

3.13. Workers who combine professions or constantly perform combined work, including in integrated teams, in addition to the personal protective equipment issued to them in the main profession, depending on the work performed, must be additionally issued other types of special clothing, special footwear and other personal protective equipment, provided for by the current standards for a combined profession with the same wearing periods. In these cases, additional overalls, special footwear and other personal protective equipment should be issued as "on duty".

3.14. Issuance to workers and employees and delivery by them of special clothing, special footwear and other personal protective equipment must be recorded on a personal card approved by the Central Statistical Bureau of the USSR on December 25, 1978 N 1148 (standard interdepartmental form N MB-6).

3.15. The administration of the enterprise is obliged to organize proper accounting and control over the issuance of special clothing, special footwear and other personal protective equipment to workers and employees in a timely manner.

4. The procedure for using special clothing, special footwear and other personal protective equipment

4.1. During work, workers and employees are required to use the special clothing issued to them, special footwear and other personal protective equipment. The administration of the enterprise is obliged to ensure that workers and employees during work actually use the special clothing, special footwear and other personal protective equipment issued to them, and not allow workers and employees to work without special clothing, special footwear and other personal protective equipment installed, as well as in faulty, unrepaired, contaminated overalls and special footwear or with faulty personal protective equipment.

4.2. Workers and employees are obliged to take care of the special clothing, special footwear and other personal protective equipment issued for their use, promptly inform the enterprise administration about the need for dry cleaning, washing, drying, repair, degassing, decontamination, disinfection, neutralization and dedusting of special clothing, as well as drying, repair, decontamination, decontamination, disinfection, neutralization of special footwear and other personal protective equipment.

4.3. The terms for wearing special clothing, special footwear and other personal protective equipment are established on a calendar basis and are calculated from the day they are actually issued to workers and employees.

4.4. Special clothes and special shoes returned by workers and employees after the expiration of the wear period, but still suitable for use, must be repaired and used for their intended purpose, and not suitable for wear - written off and used to repair special clothes and special shoes that are in operation, as well as for production needs or handed over for processing as secondary raw materials.

In cases where certain types special clothing and special footwear after the expiration of their socks cannot be accepted for use as secondary raw materials, they must be destroyed in the prescribed manner.

4.5. The administration of the enterprise, when developing such personal protective equipment for workers and employees as respirators, gas masks, self-rescuers, safety belts, mosquito nets, helmets and some others, should instruct workers and employees on the rules of use and the simplest ways to check the serviceability of these funds, as well as training on their application.

4.6. The administration of the enterprise is obliged to ensure regular, in accordance with the established deadlines, testing and checking the serviceability of personal protective equipment (respirators, gas masks, self-rescuers, safety belts, mosquito nets, helmets, etc.), as well as timely replacement of filters, glasses and other parts with reduced protective properties. After checking, a mark (stamp, stamp) should be made on personal protective equipment about the timing of the subsequent test.

4.7. It is forbidden for workers and employees to take out special clothes, special footwear and other personal protective equipment outside the enterprise at the end of work.

4.8. For the storage of special clothing, special footwear and other personal protective equipment issued to workers and employees, the administration of the enterprise is obliged to provide specially equipped rooms (dressing rooms) in accordance with the requirements of sanitary standards.

4.9. In some cases, where, under the conditions of work, the specified procedure for storing special clothing, special footwear and other personal protective equipment cannot be established (for example, at logging sites, at geological exploration), they may remain with workers and employees during non-working hours, which should be stipulated in sectoral internal labor regulations or in collective agreements.

Responsibility for the safety of special clothing, special footwear and other personal protective equipment in these cases is borne by the workers and employees themselves.

5. Care of special clothing, special footwear and other personal protective equipment

5.1. The administration of the enterprise is obliged to organize proper care for personal protective equipment. Timely carry out dry cleaning, washing, repair, decontamination, decontamination, neutralization and dedusting of special clothing, as well as repair, decontamination, decontamination and neutralization of special footwear and other personal protective equipment.

5.2. In cases where it is required by the conditions of production at the enterprise (in workshops, at sites), dryers for special clothing and special footwear, chambers for dedusting special clothing and installations for degassing, deactivating and neutralizing special clothing, special footwear and other means personal protection.

5.4. Dry cleaning, washing, repair, decontamination, decontamination, decontamination and dedusting of special clothing, as well as repair, decontamination, decontamination and decontamination of special footwear and other personal protective equipment should be carried out by enterprises at a time when workers and employees are not busy at work (on weekends ) or during shift breaks.

5.5. If the norms provide for the issuance of two or three sets of special clothing and special footwear to workers and employees (for example, when working with radioactive substances), dry cleaning, washing, repair, degassing, decontamination, neutralization and dust removal of special clothing, as well as repair, degassing, decontamination and the neutralization of special footwear and other personal protective equipment can also be carried out at other times, and workers and employees are given replacement sets for this time.

5.6. In cases of contamination of special clothing or the need to repair it before the deadline, dry cleaning, washing and repair must be carried out ahead of schedule. If necessary, special footwear and other personal protective equipment should be repaired ahead of schedule.

5.7. During dry cleaning, decontamination, decontamination and neutralization of special clothing, its protective properties must be preserved.

It is not allowed to issue special clothes to workers and employees after dry cleaning, washing, degassing, decontamination, neutralization and dedusting in a faulty form.

5.8. Dry cleaning, washing, repair, degassing, decontamination, decontamination and dust removal of special clothing for workers and employees engaged in work with substances harmful to health (lead, its alloys and compounds, mercury, leaded gasoline, radioactive substances, etc.) should be carried out in accordance with the instructions and instructions of the sanitary authorities.

5.9. In cases of an infectious disease of a worker or employee, special clothing, special footwear and other personal protective equipment that he used, and the room in which they were stored, must be disinfected by disinfection stations or disinfection departments of sanitary and epidemiological stations.

5.10. Special shoes should be regularly cleaned and lubricated, for which the workers and employees should be provided with appropriate conditions (places for cleaning shoes, brushes, ointments, etc.).

6. Other issues related to the procedure for storing, issuing and using special clothing, special footwear and other personal protective equipment

6.1. Labor disputes regarding the issuance and use of special clothing, special footwear and other personal protective equipment are considered by labor dispute commissions.

6.2. Questions liability workers and employees for damage caused to the enterprise in connection with the loss or damage through negligence of special clothing, special footwear and other personal protective equipment or in other cases (theft or deliberate damage to these products) are regulated by applicable law.

6.3. Responsibility for the timely provision of workers and employees with special clothing, special footwear and other personal protective equipment and for the implementation of this instruction rests with the head of the enterprise.

6.4. Control over the implementation by the administration of the enterprise of this instruction is assigned to the trade union committees.

For the purpose of training, advanced training of workers involved in the provision and operation of overalls, footwear and personal protective equipment, these recommendations provide a "Program for training specialists involved in providing workers and employees with personal protective equipment."

REGULATIONS ON THE ORGANIZATION OF SPECIALIZED POINTS FOR ISSUANCE, STORAGE AND OPERATION OF OVERALLS, SHOES AND OTHER PERSONAL PROTECTION EQUIPMENT IN INSTITUTIONS, ENTERPRISES AND ORGANIZATIONS OF HEALTH CARE 1. General Provisions

1.1. This Regulation establishes the procedure for the organization and operation of specialized points for the issuance, storage and operation of overalls, special footwear and other personal protective equipment in healthcare institutions, enterprises and organizations (hereinafter referred to as "PPE Points" for brevity).

1.2. "PPE points" are designed to centrally provide healthcare workers with personal protective equipment.

1.3. The structure of a specialized "PPE Point" should include:

Storage room for overalls, footwear and personal protective equipment;

A room for the selection of overalls, safety shoes with a fitting room;

A room for fitting and repairing clothes, safety shoes;

Room service.

1.4. At the "Point of PPE" rooms for washing and dry cleaning of overalls, and, if necessary, rooms and installations for degassing, decontamination and neutralization of overalls, special footwear and other personal protective equipment can be equipped.

1.5. All premises of the "PPE Point" must be dry, heated, with natural ventilation, providing a single air exchange per hour.

1.6. The states of the "PPE Point" are determined by the administration within the staffing of the institution, enterprise, organization, but not less than two employees: a senior storekeeper and a storekeeper.

The senior storekeeper oversees all financial statements, takes part in the preparation of applications, assists in the selection of the necessary personal protective equipment.

The storekeeper adjusts the overalls for height, irons them, packs them, selects special footwear and other personal protective equipment, and is responsible for the order in the room.

1.7. Employees of the "Point of PPE" in the prescribed manner are trained and tested on the use of personal protective equipment in a given institution, enterprise, organization and the basic requirements for PPE.

1.8. Employees of the PPE Point must be provided with the necessary regulatory documentation (industry standards, catalogs, instructions, GOSTs, OSTs, etc.).

1.9. The working hours of the "PPE Point" are coordinated with the working hours of the institution, enterprise, organization, which ensures that employees receive personal protective equipment from minimal cost time.

1.10. Control over the work of the PPE Point is entrusted to the trade union committee and the administration of the institution, enterprise, organization.

2. Acceptance and issuance of personal protective equipment

2.1. At the PPE Point, personal protective equipment is accepted:

Newly received from the supplier;

Used from working.

2.2. Acceptance of each batch of overalls, footwear and other personal protective equipment received by the PPE Point should be carried out by the Commission of the enterprise, institution, organization for quality control of personal protective equipment, approved by a joint decision of the administration and the trade union committee (recommendations on organizing the work of the Commission of the enterprise, institution, organizations for quality control of personal protective equipment for workers in production are given below).

2.3. Each batch of personal protective equipment received by the enterprise, institution, organization is subject to verification (external inspection, verification for compliance with the declared assortment in terms of models, sizes, heights, colors, generic characteristics, purpose).

2.4. In case of non-compliance of personal protective equipment with the requirements of regulatory and technical documentation, an act is drawn up and proposals are prepared for filing claims in the prescribed manner to the supplier, who must send to the customer serviceable overalls, safety shoes and other personal protective equipment to replace the rejected ones.

2.5. Worn-out types of overalls and safety shoes after the expiration of their socks cannot be accepted for use as secondary raw materials, they must be destroyed in the prescribed manner.

2.6. The issuance of personal protective equipment must be carried out strictly in accordance with the established Industry standards for the free issuance of overalls, special footwear and other personal protective equipment and made out by an entry in a personal card (standard interdepartmental form N MB-6), approved by the Central Statistical Bureau of the USSR on December 25, 1978 N 1148.

2.7. For the selection of personal protective equipment, the required number is placed in the room for the selection of overalls.

Ironed overalls (separately for men and women) with an indication of size and height are hung on brackets using coat hangers.

The brackets must be located in such a way and in such a quantity as to provide a separate demonstration of summer and winter overalls of general and special purpose(for example, dustproof, to protect against mechanical damage, water, etc.).

Safety shoes and other personal protective equipment are placed on shelves-racks by type and purpose.

2.8. After selecting workwear, workers try it on in the fitting room.

If necessary, the fitting of overalls is organized according to the height and figure of the worker in a separate room for fitting and repairing overalls, which should contain: sewing machine, an electric iron, a special ironing machine, a set of fabrics and materials for repairs, threads, needles, etc.

2.9. When issuing selected overalls, the collar or collar of the jacket and the lining of the belt of the trousers are stamped with indelible paint by the institution and structural unit.

2.10. Warm overalls and safety shoes should be issued to workers and employees with the onset of the cold season, and with the onset of the warm season they should be accepted by the "PPE Point" for organized storage for the next year. The time for using warm overalls and safety shoes is set by the administration together with the trade union committee, taking into account local production and climatic conditions.

3. Storage of personal protective equipment

3.1. Overalls, footwear and other personal protective equipment received from the supplier must be stored in a storage room for overalls, footwear and other personal protective equipment.

The room must be dry, heated, with natural ventilation, providing a single air exchange per hour.

The room for storing overalls made of rubberized fabrics and rubber shoes should be darkened, with an air temperature of +5o to +20o C and a relative humidity of 50-70%.

3.11. To ensure the quality of stored PPE, it is necessary to carry out periodic (at least once a quarter) selective (at least 10% of the total) visual inspection of the condition of the items.

1. General Provisions

1.1. These Methodological Recommendations were developed on the basis of and in development of the Instruction on the procedure for providing workers and employees with special clothing, special footwear and other personal protective equipment (PPE), approved by the Decree of the USSR State Committee for Labor and the Presidium of the All-Union Central Council of Trade Unions of May 24, 1983 N 100 / P-9.

1.2. The commission for checking the quality of overalls, special footwear and other personal protective equipment arriving at the enterprise is approved by a joint decision of the administration and the trade union committee of the enterprise.

It is recommended that the Commission include representatives of the administration (heads of labor protection services, logistics, accounting, employees of other services, a commodity specialist) and the trade union committee of the enterprise (deputy chairman of the trade union committee or chairman of the labor protection commission). The number of members of the Commission is established depending on the number of personal protective equipment received by the enterprise, but not less than three people.

If necessary, specialists from the relevant services of third-party organizations may be involved in the work of the Commission.

1.3. The main task of the Commission is to prevent the use of personal protective equipment at the enterprise that does not correspond to the application for the range, models, sizes, heights, colors, generic characteristics and other quality indicators established by the relevant standards, specifications, and other regulatory and technical documentation (Appendix 1).

The functions of the Commission also include the establishment of terms for wearing (using) personal protective equipment that has been in use and has undergone appropriate preventive treatment and repair.

1.4. The quality of personal protective equipment is checked by the Commission as they arrive at the warehouse of the enterprise, but no later than 10 days from the date of receipt.

1.5. To check the quality of personal protective equipment in the warehouse of the enterprise, a room should be allocated with a workplace equipped with a table, measuring tools, necessary control devices and devices, regulatory and technical documentation, catalogs, reference books on personal protective equipment and other manuals, a journal for registering the results of inspections (Appendix 2).

2. The procedure for checking the quality of personal protective equipment

2.1. Each batch of personal protective equipment received by the enterprise must be subject to a commission external examination and checking for compliance with the declared assortment by models, sizes, heights, colors, generic characteristics, purpose.

2.2. Personal protective equipment received by the enterprise must be subject to selective, but not less than 10% of the incoming batch, control for compliance of the main characteristics of the products with the indicators established for them by the standards, specifications and other regulatory and technical documentation.

2.3. Each package (batch) of PPE should be checked for the presence of standard marking data, including protective properties.

2.4. On all workwear products, in addition to the label, a brand with the image of the trademark, the names of the location of the manufacturer, designations for protective properties must be applied. In complete products (for example, a jacket with trousers), the designations are placed on each product included in the kit.

2.5. The quality of the received PPE must be checked according to the main indicators, in accordance with the current regulatory and technical documentation.

2.5.1. For overalls:

correct labeling;

Compliance with the dimensions of the product, the symmetry of the shapes and arrangement of paired parts;

Quality of lines, seams;

Correct processing of fasteners, paper clips;

Uniformity of wool flooring.

2.5.2. For safety shoes:

correct labeling;

Compliance and quality of the materials and fittings used;

Compliance with linear dimensions;

Pairing of shoes in size, shape, color;

The quality of fastening of shoe parts;

The quality of internal parts (backs, toes);

The quality of the fastening of the lining (presence of unsmoothed folds inside the shoe, lagging of the lining).

2.5.3. For gloves:

correct labeling;

Compliance of the materials used;

Compliance with the dimensions of the product;

Quality of lines, seams.

2.5.4. For respiratory protection<*>:

Completeness of the delivery (availability of a passport, operating instructions), correct packaging, size assortment of the front parts of gas masks;

The presence of deformations and mechanical damage to the front parts, connecting tubes, filtering and other elements, the integrity of the glasses, the presence of inhalation and exhalation valves;

Compliance with the marking of the PPE filter elements specified in the application and the guaranteed storage period.

2.5.5. For eye and face protection:

Completeness of PPE marking (availability of a passport, operating instructions);

The external condition of PPE, spectacle and sight glasses (absence of sharp edges, shells, cracks, sagging, chips and other defects);

The strength of fixing spectacle and sight glasses;

The ability to replace spectacle and sight glasses without the use of special tools.

2.5.6. For head protection (helmets):

Completeness of delivery of products (presence of a balaclava, cape, operating instructions);

Availability and correctness of marking (trademark of the manufacturer, number of normative and technical documentation, date of manufacture, helmet size);

Appearance of the case and internal equipment (no cracks, swellings and sharp edges, the presence of a leather coating on the frontal part of the carrier tape);

Reliability and strength of fixation of the carrier tape and chin strap in size.

2.5.7. For safety belts:

The presence of markings, passports and operating instructions (the markings must include: the manufacturer's trademark, belt number, quality control stamp and date of manufacture);

The external condition of the elements of the safety belt (absence on fabric parts: tears, violations of the integrity of the seams, breaks in fabrics at the places of installation of rivets; on metal parts: cracks, shells, burrs and violations of the anti-corrosion coating);

Reliability of the buckle and carabiner (the belt should be unfastened and fastened without difficulty, the carabiner should be opened with one hand only after pressing the safety device).

1. General Provisions

1.1. In accordance with article 63 of the Fundamentals of Legislation USSR and union republics on labor at work with harmful conditions work, as well as work carried out in special temperature conditions or associated with pollution, workers and employees are issued free of charge according to established standards, special clothing, special footwear and other personal protective equipment.

1.2. Special clothing, special footwear and other personal protective equipment are issued to workers and employees of those professions and positions that are provided for in the relevant industries, workshops, sections and types of work of the Model Industry Standards for the free issue of special clothing, special footwear and other personal protective equipment to workers and employees, approved by the resolutions of the State Committee of the USSR on Labor and Social Affairs and the All-Union Central Council of Trade Unions, or in the relevant industry standards introduced on the basis of the Model Councils of Ministers of the Union Republics, ministries and departments of the USSR.

Special clothing, special footwear and other personal protective equipment are issued to workers and employees in accordance with the established norms and terms of wear, regardless of the sector of the national economy in which these industries, workshops, sections and types of work are located.

1.3. Workers and employees whose professions and positions are provided for in the Model Norms for the free issuance of special clothing, special footwear and other personal protective equipment to workers and employees of cross-cutting professions and positions in all sectors of the national economy and individual industries, special clothing, special footwear and other personal protective equipment are issued regardless of the industries, workshops and sections they work in, unless these professions and positions are specifically provided for in the relevant Standard Industry Standards.

1.4. The names of the professions of workers and positions of engineering and technical workers and employees, provided for in the Model Industry Norms for the free issue of special clothing, special footwear and other personal protective equipment to workers and employees, are indicated in accordance with the Unified Tariff and Qualification Reference Book of Works and Occupations of Workers, the Qualification Reference Book of Occupations workers, communications workers and junior service personnel who are not included in the Unified Tariff and Qualification Handbook of Works and Professions of Workers who are set monthly salaries, the Qualification Handbook of employee positions and other regulatory acts.

1.5. In accordance with paragraph 3 of the resolution of the Council by the Minister of the USSR of June 11, 1959 N 629<*>changes and additions to the established norms for the free issue of special clothing, special footwear and other personal protective equipment to workers and employees, taking into account local production and climatic conditions, can be made by the Councils of Ministers of the Union Republics, ministries and departments of the USSR in agreement with the State Committee of the Council of Ministers of the USSR on labor issues and wages<**>and the All-Union Central Council of Trade Unions.

The proposals for the harmonization of amendments and additions to the said norms shall be accompanied by:

Justification of the need to introduce certain changes and additions to the norms, developed with the involvement of relevant research institutions;

Data on the number of employees in respect of which the issue of introducing amendments and additions to the norms is raised, as well as on the material funds and funds required for these purposes.

1.7. In cases where such personal protective equipment as a safety belt, dielectric galoshes and gloves, a dielectric rubber mat, goggles and shields, a respirator, gas mask, protective helmet, balaclava, mosquito nets, helmet, shoulder pads, elbow pads, self-rescuers, antiphons, plugs , noise-protective helmets, light filters, vibration-protective gloves and others not specified in the Model Industry Standards or in the relevant industry standards, they can be issued to workers and employees by the heads of enterprises in agreement with the trade union committee, depending on the nature and conditions of the work they perform for a period of wear - up to wear or as "on duty".

2. The procedure for processing applications for obtaining special clothing, special footwear and other personal protective equipment, their acceptance and storage.

2.1. Provision of enterprises with special clothing, special footwear and other personal protective equipment should be carried out on the basis of applications for these purposes compiled annually and sent to the logistics authorities or other relevant organizations.<*>.

Drawing up applications should be carried out taking into account the number of workers and employees by professions and positions provided for in the Model Industry Norms for the free issue of special clothing, special footwear and other personal protective equipment to workers and employees or in the relevant industry standards.

In applications, the administration of the enterprise must provide for special clothing and special footwear for men and women, indicating the name of special clothing, special footwear, GOSTs, OSTs, specifications, models, protective impregnations, fabric colors, sizes, heights, and for helmets and safety belts - sizes.

Logistics authorities check the correctness of applications submitted by enterprises and their compliance with the current Model Industry Standards for the free issue of special clothing, special footwear and other personal protective equipment to workers and employees and the number of employees by profession and position.

2.2. Acceptance of each batch of special clothing, special footwear and other personal protective equipment received at the warehouse of the enterprise must be carried out by a commission of representatives of the administration and the trade union committee, which draws up an act on the quality of incoming clothing, footwear and personal protective equipment, their compliance with the requirements of GOSTs, OSTs and technical specifications , as well as applications sent to the territorial departments of logistics or other relevant organizations. The composition of this commission is approved by a joint decision of the administration and the trade union committee.

2.3. Special clothes, special footwear and other personal protective equipment that do not meet the requirements of GOSTs, OSTs and technical conditions are subject to return with the presentation of appropriate complaints in the prescribed manner to the supplier, who must send the customer to replace the rejected special clothes, special footwear and other personal protective equipment suitable for use. protection.

2.4. The heads of enterprises, if necessary, may involve relevant specialists in the commission for the acceptance of special clothing, special footwear and other personal protective equipment to determine the quality and suitability of these personal protective equipment.

2.5. On special clothing accepted from suppliers, one of the parts (breast pocket, sleeve, back, etc.) is stamped (emblem) with an indelible paint of a contrasting color with the image of the company's logo and the inscription of the short name of the company. The size of the stamp (emblem) must be at least 8 cm x 8 cm (or 8 cm in diameter).

On the collar, the collar of the jacket and the lining of the belt of the trousers, with indelible paint, a brand is put - the personnel number of the worker.

2.6. Special clothing, special footwear and other personal protective equipment arriving at the warehouses of the enterprise should be stored in separate dry rooms, isolated from any other items and materials, sorted by type, height and protective properties.

2.7. Special clothing made of rubberized fabrics and rubber shoes should be stored in dark rooms at a temperature of +5o to +20o C with a relative humidity of 50-70% at a distance of at least one meter from heating systems.

Safety belts should be stored hanging or laid out on racks.

2.8. Warm special clothing and special footwear accepted for storage must be disinfected, thoroughly cleaned of dirt and dust, dried, repaired and periodically inspected during storage.

2.9. Storage of special clothing for workers employed in work with substances harmful to health (lead, its alloys and compounds, mercury, leaded gasoline, radioactive substances, etc.) must be carried out in accordance with the instructions and instructions of the sanitary supervision authorities.

<*>The form, procedure and deadlines for submitting applications are established by the USSR Gossnab and other bodies supplying enterprises with personal protective equipment.

3. The procedure for issuing special clothing, special footwear and other personal protective equipment

3.1. Special clothing, special footwear and other personal protective equipment issued to workers and employees must comply with the nature and conditions of their work and ensure labor safety.

3.2. Special clothing, special footwear and other personal protective equipment issued to workers and employees are considered the property of the enterprise and are subject to mandatory return: upon dismissal, when transferred to another job in the same enterprise for which special clothing, special footwear and other personal protective equipment were issued are not provided for by the norms, as well as at the end of the wearing period in exchange for new special clothing, special footwear and other personal protective equipment.

3.3. The issuance of special clothing and special footwear in exchange for materials for their manufacture or money for their purchase is not allowed.

In exceptional cases, when issuing special clothing and special footwear on time and acquiring them in connection with this by the employees themselves, the administration of the enterprise is obliged to reimburse employees for the costs of acquiring special clothing and special footwear at state retail prices and credit special clothing and special footwear as inventory of the enterprise .

3.4. The enterprise is obliged to replace or repair special clothes and special footwear that have become unusable before the expiration of the established wear period for reasons beyond the control of the worker or employee.

Such a replacement is carried out on the basis of an appropriate act drawn up by the administration with the participation of a representative of the trade union committee.

3.5. In case of loss or damage of special clothing, special footwear and other personal protective equipment in the designated places of their storage, for reasons beyond the control of workers and employees, the administration of the enterprise is obliged to issue them with other serviceable special clothing, special footwear and other personal protective equipment.

3.6. Used special clothing, special footwear and other personal protective equipment may be issued to other workers and employees only after washing, dry cleaning, disinfection and repair. The period of wearing them is determined by the commission provided for in paragraph 2.2. of this Instruction, depending on the degree of deterioration of the specified personal protective equipment.

3.7. On-duty special clothing, special footwear and other personal protective equipment for collective use should be in the pantry of a workshop or section and issued to workers and employees only for the duration of the work for which they are provided, or can be assigned to certain jobs (for example, sheepskin coats for outdoor posts, dielectric gloves at electrical installations, etc.) and be transferred from one shift to another. In these cases, special clothing, special footwear and other personal protective equipment are issued under the responsibility of foremen and other persons from the administrative and technical staff.

The terms for wearing duty special clothing, special footwear and other personal protective equipment in each case, depending on the nature of work and working conditions of workers and employees, are established by the administration of the enterprise in agreement with the trade union committee.

At the same time, the periods for wearing special clothing, special footwear and other personal protective equipment on duty should not be shorter than the periods for wearing the same types of special clothing, special footwear and other personal protective equipment issued for individual use in accordance with the Model Industry Standards or the relevant industry standards.

3.8. Provided by the Model Industry Standards or the relevant industry standards, warm special clothing and special footwear (cotton suits with an insulating pad, cotton jackets with an insulating pad, cotton trousers with an insulating pad, jackets for protection against low temperatures, fur suits, sheepskin coats, sheepskin coats, felt boots, hats earflaps, fur mittens, etc.) are issued to workers and employees with the onset of the cold season and with the onset of warm weather must be handed over to the enterprise for organized storage until the next season. The time for using warm special clothing and special footwear is set by the administration of the enterprise together with the trade union committee, taking into account local production and climatic conditions.

3.9. At the end of the use of warm special clothing and special footwear, their acceptance for storage in order to avoid depersonalization in obtaining this clothing and footwear should be carried out according to the nominal list. After storage, warm clothes and special footwear must be returned to those workers and employees from whom they were taken for storage.

3.10. Students of course, group and individual forms of education, students of secondary vocational schools, vocational schools, technical schools, secondary schools, secondary specialized educational institutions and students of higher educational institutions for the duration of industrial practice (industrial training), instructors of advanced labor methods , as well as workers and employees temporarily performing work in professions and positions for which the current Model Industry Standards or the relevant industry standards provide for special clothing, special footwear and other personal protective equipment, for the duration of this work, special clothing, special footwear and other means personal protective equipment are issued in accordance with the current Standard Industry Standards or relevant industry standards in the manner established for all workers and employees.

3.11. Foremen, foremen performing the duties of foremen, assistants and assistant workers, whose professions are provided for in the Model industry norms for the free issue of special clothing, special footwear and other personal protective equipment or in industry standards, are issued the same special clothing, special footwear and other personal protective equipment , as workers of the corresponding professions.

3.12. The special clothing, special footwear and other personal protective equipment for workers and employees (including engineering and technical workers) provided for in the Model Industry Standards or the relevant industry standards should be issued to the specified workers and employees even if they are senior in their position ( senior engineer, senior mechanic, senior foreman, etc.) and those works that give the right to receive this special clothing, special footwear and other personal protective equipment are directly performed.

3.13. Workers who combine professions or constantly perform combined work, including in integrated teams, in addition to the personal protective equipment issued to them in the main profession, depending on the work performed, must be additionally issued other types of special clothing, special footwear and other personal protective equipment, provided for by the current standards for a combined profession with the same wearing periods. In these cases, additional overalls, special footwear and other personal protective equipment should be issued as "on duty".

3.14. Issuance to workers and employees and delivery by them of special clothing, special footwear and other personal protective equipment must be recorded on a personal card approved by the Central Statistical Bureau of the USSR on December 25, 1978 N 1148 (standard interdepartmental form N MB-6).

3.15. The administration of the enterprise is obliged to organize proper accounting and control over the issuance of special clothing, special footwear and other personal protective equipment to workers and employees in a timely manner.

4. The procedure for using special clothing, special footwear and other personal protective equipment

4.1. During work, workers and employees are required to use the special clothing issued to them, special footwear and other personal protective equipment. The administration of the enterprise is obliged to ensure that workers and employees during work actually use the special clothing, special footwear and other personal protective equipment issued to them, and not allow workers and employees to work without special clothing, special footwear and other personal protective equipment installed, as well as in faulty, unrepaired, contaminated overalls and special footwear or with faulty personal protective equipment.

4.2. Workers and employees are obliged to take care of the special clothing, special footwear and other personal protective equipment issued for their use, promptly inform the enterprise administration about the need for dry cleaning, washing, drying, repair, degassing, decontamination, disinfection, neutralization and dedusting of special clothing, as well as drying, repair, decontamination, decontamination, disinfection, neutralization of special footwear and other personal protective equipment.

4.3. The terms for wearing special clothing, special footwear and other personal protective equipment are established on a calendar basis and are calculated from the day they are actually issued to workers and employees.

4.4. Special clothes and special shoes returned by workers and employees after the expiration of the wear period, but still suitable for use, must be repaired and used for their intended purpose, and not suitable for wear - written off and used to repair special clothes and special shoes that are in operation, as well as for production needs or handed over for processing as secondary raw materials.

In cases where certain types of special clothing and special footwear cannot be accepted for use as secondary raw materials after the expiration of their wearing period, they must be destroyed in the prescribed manner.

4.6. The administration of the enterprise is obliged to ensure regular, in accordance with the established deadlines, testing and checking the serviceability of personal protective equipment (respirators, gas masks, self-rescuers, safety belts, mosquito nets, helmets, etc.), as well as timely replacement of filters, glasses and other parts with reduced protective properties. After checking, a mark (stamp, stamp) should be made on personal protective equipment about the timing of the subsequent test.

4.7. It is forbidden for workers and employees to take out special clothes, special footwear and other personal protective equipment outside the enterprise at the end of work.

4.8. For the storage of special clothing, special footwear and other personal protective equipment issued to workers and employees, the administration of the enterprise is obliged to provide specially equipped rooms (dressing rooms) in accordance with the requirements of sanitary standards.

4.9. In some cases, where, under the conditions of work, the specified procedure for storing special clothing, special footwear and other personal protective equipment cannot be established (for example, at logging sites, at geological exploration), they may remain with workers and employees during non-working hours, which should be stipulated in sectoral internal labor regulations or in collective agreements.

Responsibility for the safety of special clothing, special footwear and other personal protective equipment in these cases is borne by the workers and employees themselves.

5. Care of special clothing, special footwear and other personal protective equipment

5.1. The administration of the enterprise is obliged to organize proper care for personal protective equipment. Timely carry out dry cleaning, washing, repair, decontamination, decontamination, neutralization and dedusting of special clothing, as well as repair, decontamination, decontamination and neutralization of special footwear and other personal protective equipment.

5.2. In cases where it is required by the conditions of production at the enterprise (in workshops, at sites), dryers for special clothing and special footwear, chambers for dedusting special clothing and installations for degassing, deactivating and neutralizing special clothing, special footwear and other means personal protection.

5.4. Dry cleaning, washing, repair, decontamination, decontamination, decontamination and dedusting of special clothing, as well as repair, decontamination, decontamination and decontamination of special footwear and other personal protective equipment should be carried out by enterprises at a time when workers and employees are not busy at work (on weekends ) or during shift breaks.

5.5. If the norms provide for the issuance of two or three sets of special clothing and special footwear to workers and employees (for example, when working with radioactive substances), dry cleaning, washing, repair, degassing, decontamination, neutralization and dust removal of special clothing, as well as repair, degassing, decontamination and the neutralization of special footwear and other personal protective equipment can also be carried out at other times, and workers and employees are given replacement sets for this time.

5.6. In cases of contamination of special clothing or the need to repair it before the deadline, dry cleaning, washing and repair must be carried out ahead of schedule. If necessary, special footwear and other personal protective equipment should be repaired ahead of schedule.

5.7. During dry cleaning, decontamination, decontamination and neutralization of special clothing, its protective properties must be preserved.

It is not allowed to issue special clothes to workers and employees after dry cleaning, washing, degassing, decontamination, neutralization and dedusting in a faulty form.

5.8. Dry cleaning, washing, repair, degassing, decontamination, decontamination and dust removal of special clothing for workers and employees engaged in work with substances harmful to health (lead, its alloys and compounds, mercury, leaded gasoline, radioactive substances, etc.) should be carried out in accordance with the instructions and instructions of the sanitary authorities.

5.9. In cases of an infectious disease of a worker or employee, special clothing, special footwear and other personal protective equipment that he used, and the room in which they were stored, must be disinfected by disinfection stations or disinfection departments of sanitary and epidemiological stations.

5.10. Special shoes should be regularly cleaned and lubricated, for which the workers and employees should be provided with appropriate conditions (places for cleaning shoes, brushes, ointments, etc.).

6. Other issues related to the procedure for storing, issuing and using special clothing, special footwear and other personal protective equipment

6.1. Labor disputes regarding the issuance and use of special clothing, special footwear and other personal protective equipment are considered by labor dispute commissions.

6.2. Issues of material liability of workers and employees for damage caused to the enterprise in connection with the loss or damage through negligence of special clothing, special footwear and other personal protective equipment or in other cases (theft or deliberate damage to these products) are regulated by the current legislation.

6.3. Responsibility for the timely provision of workers and employees with special clothing, special footwear and other personal protective equipment and for the implementation of this instruction rests with the head of the enterprise.

6.4. Control over the implementation by the administration of the enterprise of this instruction is assigned to the trade union committees.

I. INTRODUCTION

The most important tasks of social policy in our country are the protection of the health of workers, the provision of safe working conditions, the elimination of occupational diseases and industrial injuries.

In the complex of measures to ensure labor safety and disease prevention, personal protective equipment plays an important role, which prevent or reduce the impact of hazardous and harmful production factors on a person. The number of employees who have the right to receive free overalls, special footwear and personal protective equipment is growing. Appropriations and material funds for these purposes increase every year. Therefore, along with the issues of correct and timely provision of health workers with all the necessary personal protective equipment, it is necessary to ensure their proper operation, storage, cleaning, etc.

These "Methodological recommendations" were developed in development of the "Instructions on the procedure for providing workers and employees with special clothing, special footwear and other personal protective equipment", approved by the Decree of the USSR State Labor Committee and the Presidium of the All-Union Central Council of Trade Unions of May 24, 1983 N 100 / P-9.

For the purpose of training, advanced training of workers involved in the provision and operation of overalls, footwear and personal protective equipment, these recommendations provide a "Program for training specialists involved in providing workers and employees with personal protective equipment."

POSITION
ON THE ORGANIZATION OF SPECIALIZED POINTS FOR ISSUANCE, STORAGE AND OPERATION OF OVERALLS, SHOES AND OTHER PERSONAL PROTECTION EQUIPMENT IN INSTITUTIONS, ENTERPRISES AND ORGANIZATIONS OF HEALTH CARE

1. General Provisions

1.1. This Regulation establishes the procedure for the organization and operation of specialized points for the issuance, storage and operation of overalls, special footwear and other personal protective equipment in healthcare institutions, enterprises and organizations (hereinafter referred to as "PPE Points" for brevity).

1.2. "PPE points" are designed to centrally provide healthcare workers with personal protective equipment.

1.3. The structure of a specialized "PPE Point" should include:

Storage room for overalls, footwear and personal protective equipment;

A room for the selection of overalls, safety shoes with a fitting room;

A room for fitting and repairing clothes, safety shoes;

Room service.

1.4. At the "Point of PPE" rooms for washing and dry cleaning of overalls, and, if necessary, rooms and installations for degassing, decontamination and neutralization of overalls, special footwear and other personal protective equipment can be equipped.

1.5. All premises of the "PPE Point" must be dry, heated, with natural ventilation, providing a single air exchange per hour.

1.6. The states of the "PPE Point" are determined by the administration within the staffing of the institution, enterprise, organization, but not less than two employees: a senior storekeeper and a storekeeper.

The senior storekeeper maintains all accounting records, takes part in the preparation of applications, assists in the selection of the necessary personal protective equipment.

The storekeeper adjusts the overalls for height, irons them, packs them, selects special footwear and other personal protective equipment, and is responsible for the order in the room.

1.7. Employees of the "Point of PPE" in the prescribed manner are trained and tested on the use of personal protective equipment in a given institution, enterprise, organization and the basic requirements for PPE.

1.8. Employees of the PPE Point must be provided with the necessary regulatory documentation (industry standards, catalogs, instructions, GOSTs, OSTs, etc.).

1.9. The working hours of the "PPE Point" are coordinated with the working hours of the institution, enterprise, organization, which ensures that employees receive personal protective equipment with minimal time.

1.10. Control over the work of the PPE Point is entrusted to the trade union committee and the administration of the institution, enterprise, organization.

2. Acceptance and issuance of personal protective equipment

2.1. At the PPE Point, personal protective equipment is accepted:

Newly received from the supplier;

Used from working.

2.3. Each batch of personal protective equipment received by the enterprise, institution, organization is subject to verification (external inspection, verification for compliance with the declared assortment in terms of models, sizes, heights, colors, generic characteristics, purpose).

2.4. In case of non-compliance of personal protective equipment with the requirements of regulatory and technical documentation, an act is drawn up and proposals are prepared for filing claims in the prescribed manner to the supplier, who must send to the customer serviceable overalls, safety shoes and other personal protective equipment to replace the rejected ones.

2.5. Worn-out types of overalls and safety shoes after the expiration of their socks cannot be accepted for use as secondary raw materials, they must be destroyed in the prescribed manner.

2.6. The issuance of personal protective equipment must be carried out strictly in accordance with the established Industry standards for the free issuance of overalls, special footwear and other personal protective equipment and made out by an entry in a personal card (standard interdepartmental form N MB-6), approved by the Central Statistical Bureau of the USSR on December 25, 1978 N 1148.

2.7. For the selection of personal protective equipment, the required number is placed in the room for the selection of overalls.

Ironed overalls (separately for men and women) with an indication of size and height are hung on brackets using coat hangers.

The brackets must be located in such a way and in such quantity as to provide a separate demonstration of summer and winter overalls for general and special purposes (for example, dustproof, for protection against mechanical damage, water, etc.).

Safety shoes and other personal protective equipment are placed on shelves-racks by type and purpose.

2.8. After selecting workwear, workers try it on in the fitting room.

If necessary, the fitting of overalls is organized according to the height and figure of the person working in a separate room for fitting and repairing overalls, which should contain: a sewing machine, an electric iron, a special ironing machine, a set of fabrics and materials for repair, threads, needles, etc.

2.9. When issuing selected overalls, the collar or collar of the jacket and the lining of the belt of the trousers are stamped with indelible paint by the institution and the structural unit.

2.10. Warm overalls and safety shoes should be issued to workers and employees with the onset of the cold season, and with the onset of the warm season they should be accepted by the "PPE Point" for organized storage for the next year. The time for using warm overalls and safety shoes is set by the administration together with the trade union committee, taking into account local production and climatic conditions.

3. Storage of personal protective equipment

3.1. Overalls, footwear and other personal protective equipment received from the supplier must be stored in a storage room for overalls, footwear and other personal protective equipment.

The room must be dry, heated, with natural ventilation, providing a single air exchange per hour.

The room for storing overalls made of rubberized fabrics and rubber shoes should be darkened, with an air temperature of +5o to +20o C and a relative humidity of 50-70%.

3.3. Storage of personal protective equipment can be carried out on racks, brackets, in boxes, sorted by type, height and protective properties.

3.4. Safety belts should be stored hanging or laid out on racks.

3.5. Fur products (sheepskin coats, sheepskin coats, etc.) are recommended to be stored on racks folded with the front side inside in half along the length.

When storing fur and wool products, it is necessary to use some kind of anti-grinding preparation, packed in cotton bags, which are placed between the products.

3.6. Overalls made of rubberized fabrics and rubber shoes should be stored at a distance of at least 1 meter from heating systems.

3.7. Safety shoes (boots, boots, slippers) should be stacked on racks in pairs (boots with straightened tops).

3.8. Valyan shoes are stacked on wooden decks in stacks no more than 1.5 meters high.

3.9. Personal protective equipment (helmets, goggles, gas masks, respirators, etc.) can be stored on racks both in the form of individual items and packed in boxes, bags, bundles.

3.10. The storage of overalls taken from workers employed in work with substances harmful to health (lead, its alloys and compounds, mercury, leaded gasoline, radioactive substances, etc.) must be carried out in accordance with the instructions and instructions of the sanitary supervision authorities. dated May 24, 1983 N 100/P-9.

1.2. The commission for checking the quality of overalls, special footwear and other personal protective equipment arriving at the enterprise is approved by a joint decision of the administration and the trade union committee of the enterprise.

It is recommended that the Commission include representatives of the administration (heads of labor protection services, logistics, accounting, employees of other services, a commodity specialist) and the trade union committee of the enterprise (deputy chairman of the trade union committee or chairman of the labor protection commission). The number of members of the Commission is established depending on the number of personal protective equipment received by the enterprise, but not less than three people.

If necessary, specialists from the relevant services of third-party organizations may be involved in the work of the Commission.

1.3. The main task of the Commission is to prevent the use at the enterprise of personal protective equipment that does not correspond to the application for the range, models, sizes, heights, colors, generic characteristics and other quality indicators established by the relevant standards, specifications, and other regulatory and technical documentation (Appendix 1 ).

The functions of the Commission also include the establishment of terms for wearing (using) personal protective equipment that has been in use and has undergone appropriate preventive treatment and repair.

1.4. The quality of personal protective equipment is checked by the Commission as they arrive at the warehouse of the enterprise, but no later than 10 days from the date of receipt.

1.5. To check the quality of personal protective equipment in the warehouse of the enterprise, a room should be allocated with a workplace equipped with a table, measuring tools, necessary control devices and devices, regulatory and technical documentation, catalogs, reference books on personal protective equipment and other manuals, a journal for registering the results of inspections (Appendix 2).

2. The procedure for checking the quality of personal protective equipment

2.1. Each batch of personal protective equipment received by the enterprise must be subjected to a commission external inspection and verification for compliance with the declared assortment in terms of models, sizes, heights, colors, generic characteristics, and purpose.

2.2. Personal protective equipment received by the enterprise must be subject to selective, but not less than 10% of the incoming batch, control for compliance of the main characteristics of the products with the indicators established for them by the standards, specifications and other regulatory and technical documentation.

2.3. Each package (batch) of PPE should be checked for the presence of standard marking data, including protective properties.

2.4. On all workwear products, in addition to the label, a brand with the image of the trademark, the names of the location of the manufacturer, designations for protective properties must be applied. In complete products (for example, a jacket with trousers), the designations are placed on each product included in the kit.

2.5. The quality of the received PPE must be checked according to the main indicators, in accordance with the current regulatory and technical documentation.

2.5.1. For overalls:

correct labeling;

Compliance with the dimensions of the product, the symmetry of the shapes and arrangement of paired parts;

Quality of lines, seams;

Correct processing of fasteners, paper clips;

Uniformity of wool flooring.

2.5.2. For safety shoes:

correct labeling;

Compliance and quality of the materials and fittings used;

Compliance with linear dimensions;

Pairing of shoes in size, shape, color;

The quality of fastening of shoe parts;

The quality of internal parts (backs, toes);

The quality of the fastening of the lining (presence of unsmoothed folds inside the shoe, lagging of the lining).

2.5.3. For gloves:

correct labeling;

Compliance of the materials used;

Compliance with the dimensions of the product;

Quality of lines, seams.

2.5.4. For respiratory protection<*>:

Completeness of the delivery (availability of a passport, operating instructions), correct packaging, size assortment of the front parts of gas masks;

The presence of deformations and mechanical damage to the front parts, connecting tubes, filtering and other elements, the integrity of the glasses, the presence of inhalation and exhalation valves;

Compliance with the marking of the PPE filter elements specified in the application and the guaranteed storage period.

2.5.5. For eye and face protection:

Completeness of PPE marking (availability of a passport, operating instructions);

The external condition of PPE, spectacle and sight glasses (absence of sharp edges, shells, cracks, sagging, chips and other defects);

The strength of fixing spectacle and sight glasses;

The ability to replace spectacle and sight glasses without the use of special tools.

2.5.6. For head protection (helmets):

Completeness of delivery of products (presence of a balaclava, cape, operating instructions);

Availability and correctness of marking (trademark of the manufacturer, number of normative and technical documentation, date of manufacture, helmet size);

Appearance of the case and internal equipment (no cracks, swellings and sharp edges, the presence of a leather coating on the frontal part of the carrier tape);

Reliability and strength of fixation of the carrier tape and chin strap in size.

2.5.7. For safety belts:

The presence of markings, passports and operating instructions (the markings must include: the manufacturer's trademark, belt number, quality control stamp and date of manufacture);

The external condition of the elements of the safety belt (absence on fabric parts: tears, violations of the integrity of the seams, breaks in fabrics at the places of installation of rivets; on metal parts: cracks, shells, burrs and violations of the anti-corrosion coating);

Reliability of the buckle and carabiner (the belt should be unfastened and fastened without difficulty, the carabiner should be opened with one hand only after pressing the safety device).

For the acceptance of personal respiratory protection equipment, the commission (clause 1.2.) for acceptance may include employees of paramilitary gas rescue teams, paramilitary mountain rescue units and other similar services.

2.6. In case of non-compliance of personal protective equipment with the requirements of regulatory and technical documentation. The commission draws up an act on them (Appendix 3) on the actual quantity and quality of the products received (in accordance with paragraph 29 of the Instruction on the procedure for accepting products for industrial purposes and consumer goods in terms of quality, approved by the Resolution of the State Arbitration Court under the Council of Ministers of the USSR of 04/25/66 d. N P-7) and prepares proposals for filing complaints to suppliers in the prescribed manner with the use of property measures for the supply of low-quality personal protective equipment or violation of contractual obligations.

TRAINING PROGRAM FOR SPECIALISTS ENGAGED IN PROVISION OF WORKERS AND EMPLOYEES WITH PERSONAL PROTECTION EQUIPMENT

For the purpose of training or advanced training, an approximate lesson plan is provided for specialists involved in the provision and operation of overalls, special footwear and other personal protective equipment for a 20-hour program.

To conduct classes under the program, specialists in the clothing and leather and footwear industries, logistics workers of the USSR Glavsnab, employees of research institutes and design bureaus involved in the development of personal protective equipment, etc. should be involved.

The assimilation of the material covered by the training program is assessed by passing an exam, essay or interview.

Legal Department of the Ministry of Health and social development The Russian Federation considered, within its competence, a letter on the application of certain provisions of the order of the Ministry of Health of the USSR dated January 29, 1988 No. 65 “On the introduction of industry standards for the free issue of overalls, special footwear and other personal protective equipment, as well as standards for sanitary clothing and sanitary footwear” (hereinafter - Order No. 65) and reports the following (in the order of the questions asked).

The Legal Department of the Ministry of Health and Social Development of the Russian Federation has not been given the right to provide clarifications on this issue, therefore, we report the opinion of the specialists of the department.

1. In accordance with Article 209 Labor Code Russian Federation means of individual and collective protection of workers - technical means used to prevent or reduce the impact on workers of harmful and (or) hazardous production factors, as well as to protect against pollution.

Sanitary and hygienic clothing, sanitary footwear and sanitary supplies, in our opinion, are not personal protective equipment in the sense given to this concept by labor legislation, since their use is conditioned not only by the need to protect the employee, but also by the need to ensure sanitary and hygienic requirements when interaction of an employee with other persons, maintaining an appropriate sanitary and epidemiological regime in a medical organization, etc.), in connection with which the issuance of sanitary clothing, sanitary footwear and sanitary supplies cannot be considered as the issuance of personal protective equipment.

Appendix No. 2 "Norms for the free issuance of sanitary clothing, sanitary shoes and sanitary supplies to employees of institutions, enterprises and healthcare organizations" to order No. 65 states that sanitary clothing, sanitary shoes and sanitary supplies are issued to workers and employees for the duration of work in addition to overalls, safety shoes and other personal protective equipment provided for in Appendix No. 1 to Order No. 65.

Currently, sanitary clothing, sanitary shoes and sanitary supplies are issued to the relevant categories of workers medical organizations in addition to personal protective equipment, the issuance of which is provided for by the Decree of the Ministry of Labor of Russia dated December 29, 1997 No. 68 “On Approval of the Model Industry Norms for the Free Issue of Special Clothing, Special Footwear and Other Personal Protective Equipment to Employees” (hereinafter referred to as Decree No. 68).

Thus, with the adoption of Decree No. 68, Appendix No. 2 to Order No. 65 has not lost its force and continues to be applied.

2. Decree of the Ministry of Labor of Russia dated December 31, 1997 No. 70 approved the Norms for the free issue of warm special clothes and warm special shoes to workers in climatic zones that are common for all sectors of the economy (except for climatic regions specifically provided for in the Model Industry Norms for the free issue of special clothes, special footwear and other personal protective equipment for maritime transport workers; civil aviation workers; workers carrying out observations and work on the hydrometeorological regime environment; permanent and variable composition of educational and sports organizations of the Russian Defense Sports and Technical Organization (ROSTO)) (hereinafter referred to as Resolution No. 70).

The form of a personal record card for issuing personal protective equipment was approved by order of the Ministry of Health and Social Development of the Russian Federation dated June 1, 2009 No. 290n “On Approval of the Intersectoral Rules for Providing Workers with Special Clothing, Special Footwear and Other Personal Protective Equipment”, in connection with which Appendix No. 5 to Order No. 65, containing the form of a personal card approved by the Central Statistical Bureau of the USSR dated December 25, 1978 No. 1148 (standard interdepartmental # form No. MB-6), is not applied.
