All-Russian public organization « Russian society appraisers"- self-regulatory organization of appraisers, introduced Federal Service state registration, cadastre and cartography in the Unified State Register self-regulatory organizations of appraisers on July 09, 2007, No. 0003.

The Russian Society of Appraisers, the first and largest professional association of appraisers in Russia, was founded on March 5, 1993. The purpose of the creation of the ROO is to unite participants in the appraisal services market that carry out appraisal activities, to provide favorable conditions for the members of the Company when they carry out professional activity and protection of the professional interests of its members. To date, more than 3,500 evaluation specialists are members of the ROO. The Russian Society of Appraisers has 83 republican, regional and regional branches throughout Russia. ROO is a member of leading international professional organizations appraisers.

Main activities

  • development of valuation activities in the regions of Russia on the basis of the existing network of regional branches of the Russian Society of Appraisers;
  • participation of ROO specialists in the work National Association"Union of Self-Regulatory Organizations of Appraisers" ("SOO Union").

One of the main functions of the SRO appraisers is to maintain a register of members of the organization and admit new appraisers as members of the organization. The organization is obliged to comply with the requirements of the law on the provision and disclosure of information contained in the register, and its placement in open information sources. On the ROO website in the section, any interested person can obtain all the information about the appraiser provided for by law: his place of work, experience in appraisal activity and general work experience, information about insurance, contact information, and also find out if the evaluator has been subjected to disciplinary action whether he is excluded from the members of the SRO.

In order to improve the skills of its members, the Russian Society of Appraisers regularly organizes educational and methodological seminars, master classes, holds congresses and conferences, including jointly with international organizations appraisers, publishes teaching aids and professional periodicals: Bulletin "Russian appraiser" and the magazine "Questions of assessment". The Executive Directorate of the ROO has a library, as well as a bookstore, which offers a wide selection of literature on professional topics to the attention of evaluators.

The system of certification of ROO appraisers carried out by the Company contributes to increasing the prestige of the profession and ROO as a whole. All over the world, the criterion of professionalism is not educational, but a qualification certificate of a professional public association which guarantees the quality of services. Certification of appraisers in ROO is another competitive advantage in the appraisal market and guaranteeing the provision of quality services to appraisal consumers.

The ROO Expert Council conducts an independent examination of the assessment reports. Conducting an examination and obtaining an appropriate opinion helps the customer of the assessment to better understand how well the report is made, to avoid serious mistakes when concluding transactions.

Structure

The structure of the Russian Society of Appraisers is made up of its regional branches, which are legal entities or branches without forming a legal entity, acquiring rights in the manner prescribed by law. Regional branches are created in the constituent entities of the Russian Federation, their activities are regulated by the Charter of the Company.

Governing Bodies

The supreme governing body of the self-regulatory all-Russian public organization "Russian Society of Appraisers" is the General Meeting of members of the ROO, which is convened at least once a year. The General Meeting elects the President and Vice-Presidents of the Regional Public Organization, members of the Council of the Regional Public Organization, members of the Expert Council of the Regional Public Organization, members of the Disciplinary Committee and members of the Control and Audit Commission of the Regional Public Organization.

In the periods between general meetings, the governing permanent body of the ROO is the Council of the ROO, headed by the President of the ROO, elected for a period of 2 years, which meets at least once a quarter. The Council exercises the rights of a legal entity on behalf of the ROO and performs its duties in accordance with the Charter. The Council is a collegial governing body of the ROO, formed of at least seven people. Not more than 25% of the members of the Council should be persons who are not members of the ROO and (or) their affiliates.

The President of the ROO and vice-presidents of the ROO are elected general meeting for a period of 2 years and can be withdrawn before the expiration of the specified period only if their activities are contrary to the legislation of the Russian Federation or damage the interests of the Company. The decision to recall the President and Vice-Presidents is taken by the General Assembly. For the period 2017-2019 the president of the regional public organization is Tabakova Svetlana Alekseevna (term of office - until November 30, 2019).

The Russian Society of Appraisers was established in 1993, when the appraisers of Moscow and St. Petersburg at the constituent assembly decided to create a professional public organization - the Society of Appraisers. Two years later, the Society of Appraisers included 48 regional branches. Over the past time, 78 republican, regional and regional branches have been created, uniting more than 6600 appraisers. Today we are the first and only all-Russian public organization of appraisers.

The main activities of SRO ROO:

  • organization of professional retraining, certification of works and services performed by members of the SRO ROO, holding seminars, conferences and round tables in the regions;
  • protection of professional interests of appraisers;
  • independent review of assessment reports;
  • advising appraisers and consumers of their services;
  • assistance to the state authorities of the Russian Federation in the development of a balanced state policy in the field of valuation activities in the Russian Federation, taking into account the interests of professional participants in this activity;
  • promoting the development of self-regulation of valuation activities and the formation of a civilized valuation market in Russia;
  • participation of ROO specialists in the work of the National Council for Valuation Activities

Largely due to the efforts of the ROO in 1996, the Ministry of Labor and social development RF imparted official status profession "appraiser" and approved qualification characteristic on the position of "appraiser (expert in property valuation)".

The purpose of the creation of the ROO was to unite professional participants in the appraisal services market that carry out appraisal activities, to provide favorable conditions for members of the Society in their professional activities, as well as to protect the professional interests of its members.

July 9, 2007 The Russian Society of Appraisers received the status self-regulatory organization. The transition to self-regulation has significantly expanded the possibilities of the ROO to control the quality of the valuation activities of its members within the established norms and rules, protect the interests of appraisers, and assist in raising the level of vocational training appraisers, participation in the development of their own standards and rules for appraisal activities. Self-regulation also makes it possible to ensure a higher level of work of specialists - appraisers, to protect their professional interests.

In order to improve the skills of its members, the ROO regularly organizes educational and methodological seminars, master classes, holds congresses and conferences, including jointly with international organizations of appraisers, provides information and methodological support for appraisal activities, provides advice to appraisers and consumers of their services.

All over the world, the criterion of professionalism is not educational, but a qualification certificate of a professional public association, which guarantees the quality of services. The Russian Society of Appraisers has established three qualification levels for ROO members:
certified ROO appraiser (in the direction),
certified ROO expert in assessment (according to the direction),
certified ROO expert of the highest category.
Qualification titles are assigned by the Council of the ROO to members of the ROO included in the register, having practical experience work in appraisal activities, possessing professional knowledge, able to independently perform appraisal work at a high quality level, having an impeccable reputation among the members of the ROO.
Qualification titles are awarded in the following areas:
real estate appraisal with the assignment of the qualification title "Certified ROO real estate appraiser";
appraisal of machinery, equipment and Vehicle with the award of the qualification title "ROO certified appraiser of production machinery and equipment" or "ROO certified appraiser of vehicles" or "ROO certified appraiser of ships and floating craft" or "ROO certified appraiser aircraft»;
appraisal of intangible assets and intellectual property with the award of the qualification title "Certified ROO appraiser of intangible assets and intellectual property";
grade operating enterprise(business) with the award of the qualification title "Certified ROO appraiser of the value of an operating enterprise (business)".
The ROO organizes and conducts Euro-certification of appraisers - members of the ROO.
