For the transportation across the border of art objects that have high value, it is also worth taking care of purchasing required documents and licenses.

What can and cannot be exported from Poland?

Without paying taxes, all goods and things that are intended for personal use can be exported from Poland, that is, they must be in a rational amount.

You also have the right to take out of Poland "temporarily imported things" - those that you brought, and in the same quantity without paying a fee. But you will have to pay tax if you want to take out the purchased equipment.

Despite the fact that you cannot take plants (as well as seedlings and seeds) with you to Poland, you can take them out of there within reasonable limits without a commercial purpose. But in this case, you need to get a phytosanitary certificate for the plant.

Norms for the import of goods into Belarus from Poland 2019

As you know, Poland and Belarus border. Therefore, it is extremely important for residents of a neighboring country to know what and how much can be transported from Poland to Belarus, because they often cross the border for cheaper purchases. For Belarusians, the norms for transporting goods from Poland to Belarus have changed in 2019. If a product from the “prohibited list” is noticed by the customs service among the luggage, it will be confiscated.

List of what cannot be imported into Belarus from Poland:

  • Pork and all products that contain it (sausages, lard, sausages).
  • Food for animals (including for pets, fish), which is not subject to heat treatment.
  • Products without labeling with all ingredients listed.
  • Plants in pots (optional).

The list of allowed goods is as follows in 2019:

  • poultry meat (chicken, duck, turkey, etc.) in labeled packaging;
  • kitchen appliances and plumbing (1 item every three years);
  • motorcycles, tires and auto parts (up to 4 units every 2 years and with the provision of documents for a motorcycle or car);
  • Goods with a total weight not exceeding 25 kg and no more than 500 Euro(when moving by car) - if you drive less than 1 time in 3 months, weighing up to 20 kg up to 300 euro- if more than once every 3 months; and 10,000 euros (when crossing the border by air), vehicles (except for the car on which the crossing is carried out), ethyl alcohol (up to 3 liters) - this is what you need to declare when importing into the Republic of Belarus from Poland.

In the event that the rules for importing goods into Belarus from Poland are not observed, the authorized bodies have the right to suspend the import of prohibited items, luggage in excess of 300 euros and undeclared funds. Depending on the degree of violation of the rules, the punishment may be in the form of confiscation of the transported item, a fine, or even deportation. Moreover, such sanctions are possible from the customs authorities of both Poland and Belarus.

Customs declaration forms and instructions for filling them out can be found here: http://www.customs.gov.by/ru/passajirskaja_tamozhennaja_declaracija-ru/

Do not forget also that when entering Poland you may be required to present.

Since last year, the rules for importing goods to Belarus from Poland have changed. Regulations have been tightened for food, personal goods, tobacco and alcohol. Belarus, Kazakhstan, Armenia, Kyrgyzstan and Russia, united in economic union(EAEU), which created a free trade zone.

The restrictions apply to all members of the union and are designed to protect the domestic markets of countries from the shuttle business.

Duty-free standards: allowable weight and value of goods for personal use

certain normative act, allowing customs officers to attribute the goods to a commercial consignment or for personal use, is not provided.

The generally accepted criteria that service employees are guided by when classifying goods as a commercial batch:

  • The luggage contains items similar in appearance, in color and style.
  • A citizen cannot give a clear answer on how he plans to use a similar product transported in everyday life.
  • A person often crosses the border while carrying the same goods.
  • No signs of wear, washing or damage.
  • The presence of labels or tags.
  • Time mismatch.

Goods needed by citizens for personal use must not meet the above criteria.

For citizens who cross the border of Belarus no more than once every 3 months, the new limits allow duty-free transportation of 25 kg of goods for personal use, while their total value should not exceed 500 euros. If the border is crossed more frequently, then the weight limit of 20 kg and the price of 300 euros should be followed.

Goods that do not exceed the norm of import to Belarus from Poland are transported through the green corridor

The listed limits do not include alcohol, indivisible goods and tobacco. Restrictions do not apply to goods transported by air, they are valid only when crossing land and sea borders. By plane, 50 kg of luggage worth no more than 10,000 euros is allowed into the country. Flight frequency is not taken into account.

Overlimit imports are subject to a 30% duty, calculated from commodity value. The nuance is that if the amount received is less than 4 euros per 1 kg, then 4 euros per 1 extra kg are taken into account.

Food import regulations

The norms for the import of goods into Belarus from Poland provide for the possibility of transporting 5 kg of food products across the border without paying a duty. Some categories of goods have their import restrictions, for example, fish caviar (sturgeon) is allowed in the amount of 250 g.

If food products are regulated products (fruits, vegetables, berries, nuts, herbs), then the import of more than 5 kg requires phytosanitary certificate.

The customs rules of Belarus prohibit the import of pork into the country from Poland. This applies to live and frozen products, as well as any products containing pork (sausages, sausages, semi-finished products, lard, smoked meats).

In the 5 kg allowed basket, all items must be in their original packaging. The border guards impose requirements for the labeling of products, it is necessary that it contain information about the composition, date and place of manufacture.

Number of pieces of goods allowed per trip

If the border crossing is carried out no more than once a month, then 5 items of goods can be transported in the amount of 3 pieces each. For persons crossing the cordon more than 2 times a month, it is permissible to transport 3 items of 3 items through the checkpoint.

Customs acts do not provide for the rules for classifying goods as a commercial lot. If a service employee has questions about the goods being transported, he will request verbal or written explanations from a person crossing the border. For example, a citizen transports 7 pairs of shoes. He presents a passport to the customs officer, in which there is a seal of marriage and 5 children are entered.

Oral explanations of a person about the purchase of shoes for family members will incline the customs officer to recognize the goods as necessary for personal needs. This is confirmed by the information in the passport, according to which the composition of the family of its owner is 7 people.

By presenting a technical passport for a 3-room apartment, 6 lamps can be imported into the country, explaining that it is planned to install 2 pieces in each room.

A person who tries to introduce a commercial batch under the guise of a product for his own needs will be subject to one of the following punitive sanctions:

  • a fine of 30 to 50% of the total value of the goods;
  • confiscation of goods (without paying a fine);
  • detention to establish the circumstances.

Indivisible goods: duty-free import norms for one oversized product

Signs of an indivisible product:

The norms for the import of goods into Belarus from Poland without paying duties do not provide for the possibility of transporting bulky goods, this has no alternative. The legislation provides for the payment of 30% of the cost of one item. If the interest rate is less than 4 euros per 1 kg, then 4 euros are taken for calculation and multiplied by the number of kg.

Large goods, weighing up to 35 kg, that do not fall into the category of indivisible, are subject to duty. From 35 kg, the allowable 25 or 20 are subtracted (depending on the frequency of the trip), the resulting difference is multiplied by 30%. If the amount of the duty is less than 4 euros per 1 kg, then 4 euros are taken into account and multiplied by the excess weight.

A list of large-sized goods is provided (warranty period of operation is more than a year) import of which is allowed for 1 item 1 time in 3 years:

  • gas stove;
  • washing machine;
  • hood for the kitchen;
  • baby stroller;
  • toilet;
  • television;
  • a computer.

A set of tires is allowed to be imported once every 2 years. When crossing the checkpoint, the employee will require a document confirming the ownership of the car. The set recognizes 4 tires, which must be with disks.

Alcohol import standards

The rules allow the import of alcohol from Poland into Belarus only by adult citizens. One citizen without paying tax can import 3 liters. 5 liters are allowed for transportation across the border, but for 2 liters of excess you will have to pay a fee of 10 euros per 1 liter.

tobacco products

The volume of tobacco products allowed for duty-free import:

The above norms are established for 1 citizen who has reached the age of majority. Excessive import of tobacco into the country is prohibited.

money, jewelry

Norms of import to Belarus from Poland provide for not only the procedure for transportation and the permissible amount (in terms of volume and monetary equivalent) of goods, as well as money and jewelry. You can take an unlimited amount of money with you into the country.

Any country's currency is allowed. The entire amount in dollar terms must not exceed 10,000. In this case, no declaration is required. Importation of more than 10,000 provides for the execution of the document. Restrictions apply to cash.

Non-cash funds located on bank cards are not of interest to customs officers.

Duty-free transportation of precious metals and stones across the border is allowed if the value of jewelry is less than 1500 euros (by land transport). For those traveling by air, this amount has been increased to 10,000 euros.

Citizens are not prohibited from exceeding the established limit for the transportation of jewelry, in case of mandatory payment of the state duty. Excesses are allowed up to 650,000 rubles. and 200 kg. The excess tax is 30% of the value or 4 euros per 1 kg, if the percentage duty is less than 4 euros per 1 kg.

Animals and plants

Plants of high sanitary risk (under quarantine) for transportation through the cordon require a phytosanitary certificate. Without this document, it is allowed to carry no more than 5 kg. Bouquets of flowers in the amount of 3 pieces per person are not counted in the weight.

High-risk products (phytosanitary) customs rules include:

  • berries, fruits, vegetables;
  • mushrooms;
  • nuts;
  • greens.

An expanded list of goods of plant origin is contained in the decision of the EAEU No. 318 of 06/18/2010. A citizen can cross the border of Belarus with 2 pets, without any permission and payment of duties.

However, an international passport for an animal with a veterinarian's mark on a clinical examination is provided. A visit to the clinic must take place at least 5 days before the trip. If the animal has not been vaccinated within a year, then vaccinations are required 20 days before departure.

Medicines

The norms for the import of goods into Belarus from Poland allow you to have medicines with you, the need for which is confirmed by medical documents (certificate from a doctor, medical book, recipe). The form requires the presence of details in accordance with the requirements of the Ministry of Health.

Psychotropic medicines and medicines containing narcotic components are subject to mandatory declaration. Their import into the country is allowed in a certain amount. At the customs checkpoint, a citizen will be required to provide a medical document with information reflecting the need to use these drugs, indicating the daily dosage.

Allowed for transportation:

  • drugs from the category of psychotropic in the amount required for 3 days;
  • narcotic drugs - up to 90 doses.

Medical records are required to reflect information in it only in 2 languages: Russian, Belarusian. Documents translated from other languages require notarization.

Household appliances, furniture, fuel and auto parts

home appliances for own needs can be brought to Belarus once every three years. Requirements apply to items of the same type.

  • Dishwashers, refrigerators, vacuum cleaners, televisions, food processors, washing machines, mixers, microwave ovens and other appliances used by housewives in everyday life.
  • Laptops, processors, tablets, gaming consoles and other electrical goods.
  • Electric heaters, heating radiators, air conditioners and plumbing.

When crossing a checkpoint in a private vehicle, the tank of a car can be filled completely or partially, at the discretion of the owner. The fuel in the tank is not subject to declaration and taxation. In addition to this volume, it is allowed to have a fuel can with a capacity not exceeding 10 liters.

Auto parts for personal use during transportation are not subject to duty if their weight is not more than 50 kg and the cost is less than 1500 euros. In this mass, the maximum allowable volume of one product is limited to 35 kg.

Accordingly, when importing one spare part weighing more than 35 kg, it is necessary to draw up a declaration; payment of duties in this case is not provided. The remaining 15 kg of spare parts are transported in the usual way.

Transportation of furniture is carried out according to the rules applicable to indivisible goods.

Choosing a corridor for passing the border

At some customs checkpoints, a system of two corridors is used. In the EAEU countries, it is used to simplify the work of customs officers and the control procedure for citizens crossing the cordon, both at the entrance and at the exit.

The opinion about the absence of any control and border guards in the green wing is erroneous. The specialist is either present in the corridor area, or observes the situation in the camera. All goods crossing the border in luggage or worn by citizens are subject to control.

It is important to understand that a person crossing the border must declare all goods contained in baggage or carried on himself to customs officers.

The methods of informing the service in the green corridor and the red one are different. Customs should know if a citizen has goods of interest to him. It is impossible to check everything in a row, such a process takes a lot of time and effort. The green corridor simplifies the work of the department.

Crossing the border along the green zone, stepping beyond the green line, the citizen, by his actions, verbally declares that he does not have goods subject to declaration. Without performing any actions, without uttering sounds, a person vouches for his lawful act for the fact that he does not transport the declared goods.

At the customs checkpoints there are many brochures, stands, and other available information about the rules for passing through the green line. Checks in the green zone are carried out selectively.

If an employee of the service is interested in someone and during the check he is found to have goods prohibited for free import, then this citizen will be brought to administrative or criminal liability(depending on the severity of the violation).

Even a confession of a violation at the moment of detention or when a customs officer appears does not exempt from liability. Responsibility comes immediately on the next step taken outside the green line. The procedure for crossing the border along the green corridor is one of the forms of declaration - implicit.

The norms for the import of goods into Belarus from Poland provide for the transportation of items through the red zone, subject to mandatory declaration. This is a product with restrictions, prohibitions and duties. Information about things of this kind a citizen is obliged to state in writing in the declaration.

Procedure for declaring, passing through the red, green channel

The cost of the transported goods is confirmed by the citizen with invoices, checks or certificates. If there are no documents or customs officers doubt the declared value, then they use official information for evaluation.

Customs have at their disposal price information reflected in special catalogs. The cost is determined taking into account the quality, country of issue, market reputation.

The declaration procedure can be carried out both by the person himself and by proxy. If the person crossing the border is under 16 years old, then the declaration is made by one of the parents. The form of the declaration and the procedure for filling it out were approved by Decision No. 287 of June 18, 2010. The information is freely available on the website of the customs department of Belarus.

It is possible to fill out the form by hand and on printing devices. Information is entered in Russian or Belarusian. Documentation is allowed English language and with the permission of the customs officers on any other, if the employees of the service own it.

How to calculate the state duty for exceeding the duty-free import of goods

If it was not possible to meet the duty-free norms, then the rules provide the following calculation options for those who travel outside the country no more than once every 3 months:

In the case of transportation of goods exceeding the indicators of cost and weight, the calculation is made according to both indicators. The higher result is accepted for payment.

It is possible to import alcohol into Belarus in excess of the prescribed norm, only in the amount of 2 liters. The fee for 1 liter is 10 euros.

Goods prohibited for import into the territory of Belarus

In addition to the ban on the import of tobacco and alcohol in an acceptable amount, it is forbidden to transport into the country:

Calculation of the state duty for exceeding the norms when traveling more than once in 3 months

If a citizen crosses the border more than once (in 3 months), then, according to the norms for the import of goods transported from Poland to Belarus, requirements similar to those for legal entities. The commodity code for establishing the excise duty is determined and the amount of the duty is set according to the code. The fee can be 20 euros or 50 euros depending on the category.

Video about the rules of import to Belarus

Rules for importing goods to Belarus:

Belarusians are increasingly making trips to Poland to buy necessary goods. Clothes, shoes, household appliances, Construction Materials, cosmetics, food and much more - all this can be purchased in Polish stores at very attractive prices, especially during the season of sales and discounts. How exactly you will go for goods to Poland: by private car, train or organized shopping tour - it does not matter, the customs rules are the same in all cases. You need to familiarize yourself with them in advance in order to understand what goods and in what volume you can carry duty-free, and for which you will have to pay taxes and fees. As a reminder, from January 1, 2019, new rules for the transport of goods from Poland to Belarus came into force. We have prepared for you the answers to the most important and common questions related to the transportation of goods across the state border of the Republic of Belarus.

Permissible weight and value of goods that can be carried

The new rules, which came into force in January 2019, impose restrictions on the transported goods, depending on the frequency of crossing the border.

So if trips are carried out no more than 1 time in three months, then goods with a total weight of up to 25 kg inclusive can be transported duty-free, while the total cost of these goods should not exceed 500 EUR.

For persons crossing the border 2 or more times within three consecutive months, the total weight allowed for transportation is 20 kg. In this case, the total cost of all goods is reduced to 300EUR.

The requirements of the norms of Decision No. 91 of the Council of the Economic Commission for Europe impose on employees customs service obligation to account for all border crossings by any natural person. Duty-free import rates are calculated for any age of the traveler, i.e. children can also be taken into account when calculating the allowable weight and amount of goods.

The traveler's age is taken into account only in the case of transportation of alcohol, beer, cigars, underage citizens are not entitled to carry these goods under any circumstances!

Please note that if frequent trips abroad are related to your labor activity, this does not affect the customs requirements for the limits on the transport of goods, they remain the same.

An exception to the new rules is the transportation of used goods that were previously imported into the country.

Maximum duty-free weight for bulky goods

When traveling no more than once in three months, you can carry a bulky item weighing up to 25 kg duty-free. In case of frequent trips, its weight should be limited to 20 kg.

If the goods belong to the category of indivisible, then it is mandatory subject to duty. Indivisible types include goods, the weight of which exceeds 35 kg, consisting of one or more items of the kit, the performance of which is possible only after assembly. Completeness is proved by the seller's information, from labels, instructions, product passports, warranty cards, packing list data.

Quantity of goods allowed for single entry

This is determined by the type of item. Household appliances, for example, can be brought in one unit every three years. This category of goods includes cookers, hoods, hobs, refrigerators, and other kitchen appliances. Plumbing, washing machines, TVs, computers. Lawn mowers, baby carriages, boat motors, vacuum cleaners, many other household appliances whose service life is more than 1 year.

A set of tires can only be brought in once every two years. During this period, for each car, it is allowed to carry four discs, floor mats, a set of rubber according to the document confirming that the vehicle belongs to a specific individual. The weight and money limits remain the same as described above.

Number of pieces of goods allowed per trip

The assignment of goods to the group of personal use is carried out by the customs service. This takes into account its nature, consumer properties. The assortment of goods is carefully controlled. In one car, you cannot transport identical durable goods when their number exceeds three pieces. Under current border control regulations, they can be considered a commercial shipment, especially given the individual's previous travel history. The supervising specialist takes into account such factors as family composition, the average need for goods, place of residence, confirmation of the legality of the purchase, and the frequency of trips.

If the border is crossed no more than once a month, then no more than 5 items of goods can be transported, three pieces of each item.

If a citizen passes through border control 2 or more times a month, then as personal goods it is allowed to carry no more than three pieces of one item and no more than three items.

Alcohol allowances

The established norms allow the transportation of 3 liters of alcohol. The number of tobacco products is limited to the following values: up to 200 cigarettes, 50 cigars, 250 g of tobacco. The total weight cannot exceed 250 g. For those who travel more than once in the current week, new requirements for the transport of the amount of alcohol have been introduced. They make up 5 kg of all food, taking into account 1 liter of alcohol when traveling in a car, 0.5 liters if a person walks or uses a bicycle.

An important point in the control of products at customs is the presence on the package of a label, marking, or any other document specifying its composition. In the absence of a customs officer, the right is given not to allow the transport of goods. If trips are made to the country on a daily basis, for example, it is related to work, then only the minimum amount of food required for the journey is allowed.

Declaration procedure, travel through the red, green channels

Upon entry, you can not draw up a declaration if the goods being transported fully comply with the requirements of the latest edition of the transport regulations. In case of the slightest doubt, it is more correct to choose the movement along the red channel.

Customs inspection is interesting for identifying goods subject to duty. Some people have these goods, others do not. To facilitate the work of customs officers, increase throughput points of passage across the border, a system of two corridors has been developed, based on the different functions of the green and red paths. The green corridor does not mean that the passage through it occurs without inspection. The customs officer responsible for its work can observe the actions through a video camera, be close. He has the right to stop any person, make the necessary inspection of the goods, make sure that there are no things to be declared. As soon as you enter the green corridor, without any words, explanations, you state the right to pass, passage. This is the so-called implicit form of declaration. A customs violation is considered to be movement along the green corridor with cargo subject to declaration. It can bear administrative and even criminal liability.

If, in the cargo allowed by weight, there are goods subject to declaration or you doubt that you do not have any, you must use the red corridor by filling out the declaration. You can declare all goods. The customs officer will carefully check the documents, the cargo, and make an appropriate decision.

Personal goods that were in use, regardless of price and weight, do not require declaration upon entry. It is allowed to move currency, Belarusian money, traveler's checks along the green corridor with a total value not exceeding 10,000 USD in equivalent.

Declaration of goods transported by a person under 16 years of age is made by parents or guardians responsible for accompanying the trip.

Calculation of the amount of the state duty in case of exceeding the allowable baggage allowance

Let's say that trips are made no more than one border crossing every three months. Then, to determine the amount of state duty for excess weight, they are guided by the following methodology. If the excess is by weight, then the amount of the fee is calculated by the formula:

(Total weight – 25g)*4EUR

If there is an excess in value, then the amount of the fee is calculated by the formula:

(Total cost – 500EUR)*0.3

If there is an excess in both weight and cost, then the calculation is made according to both formulas, and the one that is greater is accepted for payment.

When transporting indivisible goods (indivisible goods are goods whose weight exceeds 35 kg), regardless of weight and value, customs duty is payable, the amount of which is determined as 30% of the cost or 4 euros per kilogram. The amount that is greater is payable.

For the transport of alcoholic products in excess of the permitted norms, you will have to pay 10EUR for each extra liter.

Please note that in addition to the state duty, you must additionally pay a customs fee of 5EUR for paperwork.

Calculation of the amount of state duty for exceeding the norms when traveling more than once within three months

The methodology for calculating the amount of the state duty is similar to the rules used for legal entities. The value of the customs duty, excise is determined by the product code. The customs fee is 20EUR or 50EUR (depending on the category of goods), VAT. The calculation is governed by the requirements of the new Decision, which does not classify goods worth more than EUR 300 in the group of goods for personal use, as it was before. So, it requires the imposition of customs payments.

Goods prohibited for import

The legislation provides for two types of goods, the transportation of which to Belarus is prohibited completely or for specific cases. It is forbidden to transport goods:

Devices, devices included in military equipment. Among them are firearms, poisons, drugs, explosives, radioactive substances. You can get acquainted with the list of such goods on the website of the State Customs Committee of the Republic of Belarus.

A group of goods that are not classified as personal items, the duty-free transportation of which is not allowed. These are engines, heating boilers, solariums, medical equipment, diamonds. Full details can be found on the website. gtk.gov.by .

Animals, plants are imported only with a permit, a full package of accompanying documents.

Food products subject to a permanent or temporary import ban.

Neighborly relations between Belarus and Poland provide an excellent opportunity for residents of these two bordering states to make frequent trips, including commercial ones. It is no secret that many Polish goods have advantages over their Belarusian counterparts in terms of price, being cheaper. Therefore, shopping tours to Poland have long become popular among wholesale buyers.

The greatest interest, as bargain purchase, represent the following product groups:

  • Food
  • Shoes and clothes
  • Cosmetics and perfumery
  • Appliances

Additional bonuses to the price advantage can be obtained during the New Year and Christmas large-scale sales. Often in Polish stores and specially held promotions with price reductions of up to 50% or even more. Therefore, it is not surprising that all large quantity people are developing this promising commercial direction - shop tours to Poland.

But, at the same time, beginners need to know all the subtleties of passing customs control when crossing the border. This knowledge will provide invaluable assistance in preparing for the trip; will help to plan budgetary expenses, taking into account upcoming customs duties and fees; and prevent the occurrence of unforeseen situations during the customs inspection.

The main document, according to which the customs system of Belarus is currently operating, is the Decision of the EEC Council dated December 20, 2017 No. 107 “On the Procedure for the Movement of Goods for Personal Use”. Moreover, this document applies to any goods imported into the territory of the state, regardless of the type of vehicle delivering. Inspection should be carried out equally for groups and for individuals making shopping tours.

The main features of the passage of customs control will be discussed further.

Duty-free standards: allowable weight and value of goods for personal use

How much goods can be brought in one trip is a paramount issue that worries all newcomers to foreign shopping. By the way, a list of products that do not belong to the category for personal use can be found.

In accordance with the customs rules of the EAEU, restrictions on the weight and value of goods imported from the territory of Poland to the territory of Belarus are directly related to the number of trips made over a certain period of time.

To understand how it works, you can follow the diagram below:

  1. If no more than 1 trip is made in a period of 3 months. The total weight of the goods, with such a frequency of crossing the border, should not exceed 25 kg, and its total cost should not exceed 500 EUR. Exceeding these indicators causes the need to pay customs duties.
  2. If the number of trips is 2 or more in a three-month period, then the total duty-free weight of the goods transported at one time can no longer exceed 20 kg, and the cost should not exceed 300 EUR.
Norms duty-free import: allowable weight and value of goods for personal use

When calculating customs norms for one person, his age category is not taken into account - the rule has the right to apply to children as well. The only exception is when the transported goods belong to the group of alcoholic beverages or tobacco products. In this case, the transportation of this type of goods cannot be carried out only by minors.

Customs restrictions on the weight and value of goods are mandatory for both private travelers and citizens whose movements are related to working moments.

Duty-free goods are goods for personal use, used, available at the time of entry into the country.

Many are concerned about the question of how the product is determined to which category it belongs - to personal items or to a commercial batch. When conducting a customs inspection, the following indicators are taken into account:

  1. The number of identical things with long term operation. Three units are considered normal. If this indicator is exceeded, there may be a question of recognizing the cargo as a commercial batch.
  2. Border crossing history
  3. Number of family members
  4. Personal need for a given quantity of goods
  5. Place of residence
  6. Availability of checks and other documentation for the purchased goods

The general rules established for the number of units of imported goods are as follows:

  • When crossing the border once within one month, it is allowed to carry no more than 5 items of goods, 3 units for each item.
  • When crossing the border multiple times within a thirty-day period, you can carry no more than three items, 3 units for each item.

Goods for personal use: what and how much you can carry per year

So, we talked about restrictions on the weight and cost of goods for personal use when imported into Belarus from Poland and other EU countries in the previous section. Now let's talk about how many units of specific goods for personal use can be imported per calendar year.

From August 2, 2019, new more loyal rules for duty-free transportation of goods for personal use came into force in Belarus. We strongly recommend that you check them out.

Indivisible goods: duty-free import norms for one oversized product

Indivisible goods include goods whose weight exceeds 35 kg (including packaging), transported in assembled or disassembled form (provided that the division of such goods is impossible without changing its purpose).

From January 1, 2020, changes came into force, according to which the duty for the transport of indivisible goods is calculated according to general formula, i.e. payment will need to be made only in terms of exceeding the cost and / or weight norms (taking into account the frequency of crossing the customs border).

  • If the weight limits are exceeded, payment is made at 4 euros for each “extra” kilogram.
  • If the limits on the cost are exceeded, payment is made in the amount of 30% of the "extra" cost.
  • If both limits are exceeded, the duty is calculated according to both formulas, and b about more option.
  1. 63 (weight of the washing machine) - 25 (set limit) = 38 kg
  2. 38 (overweight) × 4 = 152 euros

Please note that the above calculation can only be applied if the frequency of trips is not more than 1 time in a 3-month period!

It is worth knowing that bulky goods, such as:

  • Fridge
  • Washing machine
  • Toilet bowls
  • Washbasins

and others of a similar kind (with the exception of those specified in the section above), having a service life of more than one year, can be imported once in the amount of 1 piece during a three-year period.

Import regulations for alcohol and tobacco products

Important! Only adult citizens (18+) have the right to transport tobacco and alcoholic products across the border. When calculating the norms, children under 18 years of age are not taken into account!

One trip allows you to carry no more than 3 liters alcoholic products. If the frequency of crossing the border is more than 1 time per week, then the amount of alcohol is reduced to 1 liter when moving by car or to 0.5 liters when walking or using bicycles. In case of crossing the border more than once per calendar day, the norm is reduced to 0.1 liters.

  • standard rate - no more than 3 liters
  • more often than 1 time in 7 calendar days - no more than 1 liter
  • more often than once a calendar day - no more than 0.1 liters

Alcoholic products must be labeled, contain full information about the composition on the label or packaging. If these conditions are violated, the transportation of goods across the border may be prohibited.

With regard to tobacco products, the standard norm implies no more than 200 cigarettes, or 50 cigars (cigarillos), or 250 grams of tobacco, or these products in an assortment with a total weight of not more than 250 grams. If trips are made more than once a week, the rate is reduced to no more than 40 pcs. cigarettes, if trips are made more than once a day, the rate is reduced to 20 pcs. cigarettes.

  • standard norm - no more than 200 cigarettes
  • more often than 1 time in 7 calendar days - no more than 40 cigarettes
  • more than once a calendar day - no more than 20 cigarettes

Import norms for goods for personal use with frequent trips (more than 1 time per week)

For citizens who make frequent trips to Poland or other EU countries, there are separate rules for the import of goods for personal use. So, duty-free with frequent trips to the territory of Belarus from abroad, you can import:

Red or green: choose a corridor to pass the border

The green customs corridor is intended for persons whose imported goods do not violate the conditions of customs rules and are not subject to mandatory declaration.

The passage of the green corridor does not imply a complete lack of control on the part of customs officials. In case of any questions, any person passing through the green corridor can be invited for a personal inspection, in order to exclude the possibility of carrying things that are subject to declaration. If this is found, a person who is at his own discretion in the green corridor may be subjected to both administrative and criminal penalties.

Therefore, in case of any doubt, the green channel should not be chosen for customs clearance.

You can pass the green corridor with confidence if:

  • Items are items for personal use.
  • The weight of things does not exceed 25 kg
  • The cost of the goods does not exceed 500 EUR
  • The volume of alcohol does not exceed 3 liters
  • The number of cigarettes does not exceed 200 pieces
  • Cash amount not exceeding $10,000. At the same time, you can have with you not only foreign currency, but also Belarusian rubles and traveler's checks
  • Medicines for personal use are not potent drugs

The red channel of customs is intended for persons carrying cargo subject to mandatory declaration, or for those citizens who are not sure that they do not have such cargo.

If there are difficulties with determining what needs to be declared and what is not necessary, then for safety net you can declare all the things you have with you. Regardless of whether there are extra things in the declaration, conclusions and decisions will be made by customs officers.

You need to know that for minors, the declaration is filled out by their parents or accompanying persons.

Who is the red corridor for? This customs control option should be selected in the following cases:

  1. You are carrying strong or poisonous drugs
  2. Jewelry is transported, the value of which exceeds the amount of 10,000 dollars.
  3. If plants and animals are being transported. If you have pets, a veterinarian will be invited to the red corridor, so you need to take care of vaccination and microchipping of the animal in advance.
  4. If you have in your luggage works of art and objects of cultural value
  5. When transporting pyrotechnic products and explosive substances

How to calculate the state duty for exceeding the duty-free import of goods

In the event that it was not possible to meet the duty-free weight indicator of the goods, you will have to pay. In order to navigate the size customs duty, you need to know the system of its calculation.

  • Option 1. Trips are made no more than 1 time in 3 months. The product belongs to the category of divisible.

1. Calculation of the state duty for exceeding the established weight limits, for a given frequency of trips, is carried out as follows:

(Total weight - 25 kg) × 4 EUR

For example, the weight of the goods was 75 kg. We subtract the prescribed 25 from the total weight of 75 kg and multiply the resulting 50 by 4. Accordingly, you will have to pay 200 EUR.

2. Calculation of the state duty for exceeding the established norms of value with a frequency of trips no more than 1 time in 3 months.

When exceeding the normalized customs indicator of 500 EUR, the state duty is calculated according to the formula:

(Total cost – 500 EUR) × 0.3

For example, the cost of the goods was 2000 EUR. It is necessary to subtract 500 from the total cost of 2000 and multiply the resulting number 1500 by 0.3. You will have to pay 450 EUR.

If both the weight and the value of the luggage exceed the duty-free customs norms, then the calculation is performed using both formulas, and the larger result is accepted for payment.

  • Option 2. Trips are made no more than 1 time in 3 months. The product belongs to the category of indivisible.

Goods are considered indivisible, the weight of one unit or set of which exceeds 35 kg.

Important! From 01/01/2020, the calculation of the customs duty is carried out according to the general formula!

Example: to import a washing machine weighing 63 kg and costing 400 euros into Belarus from Poland, you will have to pay a duty, the amount of which can be calculated using the following formulas:

  1. 63 (weight of washing machine) - 25 = 38 kg
  2. 38 (weight in terms of excess) × 4 = 152 euros

The total duty for the import of a washing machine will be 152 euros. An additional fee of 5 euros (10 rubles) is paid for paperwork.

If the import norms of alcoholic products are exceeded, 10 EUR is paid extra for each non-standardized liter. It is worth knowing that even with the payment of the duty, you can carry no more than 5 liters of alcohol per adult citizen across the border.

How to calculate the state duty for exceeding the duty-free import of goods if you travel more than 1 time in 3 months

If trips are made more than 1 time in 3 months, then the calculation of the customs duty is made according to the example of legal entities - the duty and excise are assigned according to the product code. If the total cost of the goods exceeds 300 EUR, and the weight is more than 20 kg, then the payment, depending on the category of the goods, can range from 20 to 50 EUR plus VAT.

We will try not to tire readers too much by listing the regulations governing the import of products from Poland to the Kaliningrad region, but in a concise and accessible form to tell what can be imported from Poland (and in what quantity), and what cannot.

1. The effect of the Decree of the President of the Russian Federation of July 6, 2014 No. 560 "On the application of certain special economic measures for security purposes Russian Federation”, Decree of the Government of the Russian Federation No. 778 of August 7, 2014 on measures for its implementation and Order of the Federal Customs Service No. 1496 of August 7, 2014, aimed at its implementation (in other words, prohibiting the import and containing a list of goods prohibited from import from EU countries , USA, Canada, Australia, Norway) does not apply to individuals importing goods from abroad for personal use.

2. From January 1, 2019, every citizen of the Russian Federation has the right to import into the territory of the Customs Union (Russia, Belarus, Kazakhstan) without declaring and paying customs duties:
