regulatory legal acts, as well as legislative norms that regulate the work of the enterprise for which the instruction was created
features of the structure, specialization, profile of the organization;
the prospects for economic as well as technical growth of the organization and what implications this will have on the requirements placed on the PTO engineer;
norms that determine the procedure in accordance with which the organization's work plans are developed and their approval;
the ways in which the work is performed, their technology;
the standards in accordance with which the organization conducts its work;
what requirements are put forward to the organization of labor in the organization;
how and in what sequence design and estimate, technical documentation is created and drawn up, how accounting is kept and the documentation corresponding to it is drawn up about the work of the enterprise in its field of activity;
how financial and production and economic contracts are developed and concluded that ensure the work of the organization;
the experience of successful enterprises in their field of work, the latest technological achievements related to their work;
organization of production, as well as management and economics;
safety regulations for the structures of the organization, industrial sanitation standards, fire safety and protection requirements, labor protection standards;
use computer equipment with software corresponding to the current moment at least at the level of an ordinary specialized user;
know and follow the rules for the acceptance of objects, works and how to control them.

The norms for assigning the duties of a VET engineer and to whom in case of his absence are prescribed. Indicates from whom additional orders can be obtained;

Both the direct subordination of the VET engineer to the management (position) and the structures and positions subordinate to him are indicated.

Goals and objectives

This section reveals the following points that aim the PTO engineer to effectively perform the assigned duties:

Monitor how the control over the compliance of the work performed, services with the required quality and volume, specifications, estimates is carried out;
The obligation to take part in the preliminary preparation of contracts within their competence and official duties;
Develop and monitor the implementation of high-quality design and estimate documents, control their issuance, acceptance;
Take part in the discussion, development of contracts for contract production relations;
Systematically improve personal qualifications and level of knowledge, attend seminars and the like.

Functions

This section of the instruction describes exactly what functions the PTO engineer performs in the structure of the organization and what responsibilities follow from this. The section sets out both general, typical for such a position in organizations engaged in various activities, and specific, inherent in the particular enterprise where the VET engineer works. Common ones include:

tracking the quality of work performed and monitoring their progress based on the basic rules in force;
control over the coincidence of the scope of work with the standards that are available in the project documentation, technical specifications, and so on;
tracking how the direction vectors of production change during the course of production processes and making appropriate changes;
analysis of the reasons that can cause (or caused) a change in the timing of the planned work, which worsen their quality and make proposals for their elimination to the management;
preparation of documentation for inspections, commissions of the activities of the organization's structures, making proposals for the introduction of new technologies;
monitor the coordination of estimates for the performance of work and the current cost of materials;
be a participant in the discussion of basic production issues, planning relationships with partners, the current situation.

The PTO engineer draws up his proposals accordingly and submits them to the management for consideration.

Functional responsibilities

This section provides provisions describing the responsibilities of the PHE engineer within the organization that flow from his functions. This includes the following points:

implementation of technical control over the performance of works and services performed by the organization;
monitor the compliance of the volume of costs for the performance of approved work, processes with approved drawings, design estimates, norms and rules adopted in this activity, specifications, labor protection standards;
take part in the processes of solving problems associated with making changes as a result of the involvement of new technologies and design solutions, rationalization, invention - everything that can help reduce the cost of work performed while improving or maintaining their quality;
analyze the review processes, as well as the approval of changes related to the improvement of the production process;
promptly respond to emerging problems related to the replacement of materials, equipment, structural changes in order to reduce production costs;
to identify and analyze the reasons due to which there were failures in the deadlines for the performance of work, a decrease in their quality, make decisions on their elimination and provide them to management;
take part in the acceptance of completed works, objects, compare the existing characteristics with the design ones, draw up the necessary documentation;
keep records of completed production work in order to prepare data for reporting on the implementation of adopted plans;
maintain control over the estimate documentation, associated with the calculation of the cost of work performed;
draw up estimates for additional work;
check budget documents received from subcontractors and customers and carry out a conclusion regarding its quality;
in contact with contractors, design companies, customers, agree on estimates, costing of materials, specifications, acts of acceptance of work performed, and so on;
carry out the preparation of documentation regarding costs that are not provided for by the overhead costs, costs arising as a result of changes that are not dependent on the organization for the supply of components and carry out coordination with the sanctuaries, I notify the management documentary about this;
prepare documents that may be required to resolve disputes in relations with contractors, customers;
qualitatively follow the instructions of the management within the framework of the functions and duties of the PTO engineer in this particular organization;
maintain quality reporting;

The rights

This section of the instruction outlines the scope of rights of the organization's PTO engineer, which ensure its effective work. This includes the right of the VET engineer:

give instructions to subordinate and relevant services on issues related to the performance of functional duties;

request the necessary documents, materials necessary for the analysis and making decisions within the limits of its competence;
contact with third-party organizations both to expand their competence and to resolve contentious issues;
control the implementation of orders given to subordinates, tasks;
perform any actions within the framework of their functional duties aimed at improving the efficiency of the organization.

Responsibility

Along with the rights granted, a certain responsibility is assigned to the PTO engineer. He is responsible for;

measures that are related to the improper performance of the duties and functions assigned to him;
violations that can lead to a deterioration in the efficiency of the organization;
poor quality control over production processes and their orders;
timely provision of relevant documentation to managers;
the effectiveness of adopting his recommendations;
effective work of subordinates within the framework of their functional duties;
the reliability of the information provided to the management about the current state of production processes, the implementation of plans, and so on within its competence;
non-fulfillment of instructions, instructions and orders of the management;
timely implementation of identified violations of the rules of labor protection, fire and other safety, resulting in threats to the health of people, equipment, and so on.

Working conditions

Here they prescribe the mode of work of the PTO engineer - a daily time schedule, the requirement to comply with the established internal regulations of the organization, in agreement with the management or without it, go on local business trips, making an entry about this in the appropriate journal.
